I had too many unwanted things running in the background as well as there being an issue with memory dedication to GTA V. I ended up having to format my computer to factory settings

If you dont mind slightly lower settings, go for the 1050ti for your graphics card at least

I had this same issue except with GTAV. For me it was a memory leak issue. Maybe you could check that?
