I think there might be slight bottleneck but since you’re at 1440p it’s not really much to worry about. If you want to wait you can do that but we don’t know when or how much better next gen cards will perform so it’s your choice.

Think about it this way, a really high OC on a 1080 will get 5% or so max increase performance.  A stock 1080 ti beats a stock 1080 by 30% or so meaning it will still be about 25% better than a really high OC 1080.

1200 OCed, will be so much better and upgrade able.

PUBG is better than before but still ot the best optimized game. Even i have sometimes HUGE frame drops with a 1080 Ti.

Honestly from having a 980 ti, it depends on what your doing. For Pure gaming, it depends on the game and how they utilize resources. Generally the 1070 should be better, but it also depends on the type of games you play. 
 
Pros of 1070:
 
Easier to cool with the coolers due to the amount of TDP vs the 980 ti
 
Newest architecture with the bonus's that comes with pascal.
 
Bigger frame buffer and faster speeds.
 
Pros of 980 ti:
 
More raw performance in Rendering videos and such (1080 is roughly the same, if a bit slower in rendering with cuda)
 
Generally only 5-15% depending on the title, so is the 50$ worth that to you?
 
Generally a better price.

There's not much hate for AMD here, not sure where you're seeing that. Before Ryzen people would recommend against AMD because they just didn't have any CPUs that were worthwhile, but that's not hate, just good advice. 
 
Intel and Nvidia have been pushing prices and holding things back in order to maximise profit and minimise costs for quite a while. They've been able to because they've dominated the high end and professional markets for so long. You can call that greedy or good business, whichever you want, both are accurate in a sense.

nope, 1060 3gb is gimped version of 1060, while rx580 4gb is rx580 8gb with less ram.
