Old PC is having a hard time with new games even at the lowest settings 5ish years old gtx650 i3

and a new monitor at the moment im thinking of the Acer GN246HL 144hz but i would really like 1440p at 144hz but it seems so expensive. Will i be limiting my system alot by only going with a 60hz 1440p or 144hz 1080p monitor? I never play fast twitch games like CSGo or Overwatch but i have seen quite a few people say that 144hz is good for all applications and "I will NEVER go back to 60hz after getting 144hz". Is that an exaggeration or will it really make a difference?
