Boosting up is normal even on Intel, wiggling my mouse does exactly that on my 4930k. That said the fans shouldn't kick in to overdrive, that sounds like a motherboard fan profile issue and isn't CPU related. Have a look in the bios for fan settings and set the CPU fan to silent mode or equivalent, or if you can set a custom fan curve in the software control suite

These temperatures are fairly typical, however if you don't like the vcore as you've mentioned just set it to 1.35V and it'll go no higher than that. Under stock settings for clocks 1.35V should be more than enough unless you're rather unlucky on the silicon quality, 1.38V would be the next step if 1.35V doesn't work.

    Edit:
Also the vcore being at 1.4V doesn't actually mean the CPU is drawing a lot of power. Without an high workload demand the clocks may have kicked up necessitating the increase in vcore but without the actual CPU load the current draw is low therefor power usage is low.  Me moving my mouse around and the vcore going to max and boost clocks apply isn't the same power draw as Prime95 or Cinebench at the same vcore and clocks.

Spare me the "Dont be an early adopter", this is my first build and I'm just trying to play video games, not beta test AMDs new products. I wasn't aware there was even a 3700X until I started putting it together, and how was I supposed to know, someone whos not tech savvy, with all the hype around the 3000 series that buying this would be a bad move?
It was this forum that told me to do it. Miss me with that patronizing BS.

"You don't get to install something on my device, that's my property. If you want me to carry a device that enables me to work, that you can install things on, then you need to provide that device. End of story. No exceptions."

If your company is unwilling to accept that, they aren't worth working for. Start looking now.

Am I missing something here? It seems like all the chips are hitting socket power/heat density limits. Why the fuck does x570 have so many insanely high end overclocking boards?

Honestly I'm going to have to see if threadrippers much much higher socket power limits mean a real overclock can be achieved

Only if you want RTX. I prefer AMD cards because I like their settings/overlay features a lot more.

If two cards perform similar in the games/tasks you play/perform, then I say just get the cheaper one or the one you like more..

Ray Tracing, at this moment in time, or on current gen cards, should not be a deciding factor.. I doubt Nvidia is just going to one day release drivers that allow all 2000 series cards to play at over 60FPS with RT enabled.. I just don't see it.. Therefore, pointless..

"Alternative data" seems to be a slippery slope that will need to be regulated soon before it causes issues. The system can quickly become very China-esque in how it operates and what data it uses. Additionally, correlation not being causation needs to be considered.

AFAIK this is wrong. Some manufacturers chose not to give BIOS updates to their first gen boards, sure. But some first- and second-gen boards have identical VRMs for one thing. Buildzoid put out several videos on the topic, the theme of which is that 6- and 8-core overclocking on quality X370, B350, B450, and X470 boards is just fine. 12- and 16-core overclocking is more VRM-intensive, of course, as those chips will generate more heat, so in terms of overclocking some boards won’t be able to handle the 12 and most can’t handle the 16.

@Tedstonegenious I’d go for one of the MSI boards, like B450 Tomahawk or X470 Gaming Pro Carbon. Either will be capable of overclocking R5 3600.

Off the top of my head I can be sure AsRock's X370 Taichi mobo has the hardware to handle Ryzen 3000 (within reason), I just don't know if they will support it with a new BIOS (they probably will but I have no way of knowing that). I'm sure there are other X370 Mobos that have the hardware to support higher end Ryzen 3000 CPUs as well, but I'm no expert and can't make a reliable list.

    Just don't expect to LN2 overclock a 3950X on any X370.

Good to know, thanks for clarifying.
Makes sense after the whole MSI debacle I thought they weren't getting support. I haven't really kept up with the info on it mainly because I personally, unless it was a really high quality board wouldn't use a B350 or even some X370 boards.

Pretty much, but not that cut and dry. X370/B350 chipset is not be required by AMD to support Ryzen 3000, but individual OEMs can support it if they want (if the slide below is correct):
