    A well overclocked 4690K is faster and better at gaming in older DX11 titles and pretty much the same in DX12 compared the Ryzen 5 1600 this side grade is quite pointless truth be told, specially when Adobe favours Intel like crazy.

    Either ways if OP really needs an upgrade it'd be a coffee lake i5 or i7 locked or unlocked, then again I suppose it's worthier to first try limiting your own multi-tasking a little, the i5 4690K can keep up with a 1070 if you adjust your settings nicely and close side/backgrounds applications when you go game those more CPU demanding titles.

    The i5-8400 is not an unlocked processor. Thus the only CPU overclocking options you'll have are base clock speed adjustments. This is far from the ideal situation as adjusting the base clock also changes other clock speeds in the system and can become a major PITA diagnosing the source of your stability issues. It's just not worth it IMHO. You do however have three good options. Go down to no hyperthreading and get an unlocked i3. Pony up for the unlocked i5-8600K. Or go AMD, they're all unlocked, you can pick your pricepoint and get to overclocking.

    open Nvidia control panel and go to Adjust desktop size and Position then click on the Size tab and Enable desktop resizing then adjust till the screen is displayed correctly.

    You shouldn't worry about bottlenecks but the x series is still a rip off as it doesn't necessarily give you anything you could get with the none x series CPU. As for the motherboard, You could go for the B350 one. The reason you see people running ram at speeds like that is that of overclocking. I would get the slower ram as it is typically much cheaper.

    It is true that higher ram speeds will affect the overall fps you get its a very small amount like 5 or so fps. I run a machine similar to yours with 2666Mhz ram and it runs nearly as fast as machines with 3200Mhz ram on machines with similar specs

    Get the 1700 instead. Lose 10% performance and shave more than $100. Much better deal imo.
     
    1060 will bottleneck the 1700 more often than not. With money saved by going to the 1700, you could get a 1070ti which is a lot faster (50% extra fps at least)
     
    B350-F is plenty as long as you dont overclock hard.
     
    Kingston A400 is cheap, but also slow by SATA SSD standards. I'd push to 240gb at least of models like the Adata SU800 or Crucial MX500 on a system this expensive. Sk hynix SL308 is also decent.
     
    3200MHz RAM requires overclocking, it's just guaranteed overclocking, unlike CPUs and graphics cards.

    Phone charger works. I guess router's power adapter is at fault though it works fine when not connected to the ups

    Are you're graphics drivers up to date having old drivers on newer versions of windows can sometimes cause this.

    If you have different adapter try it
    it's 12v 2a
     
    Some bad UPS when it's cut off from power outputting too high voltage, so that might burn the router or adapter.

    depends on if you're happy with what you have now and if you have the cash to spend but honestly you should probably wait for the prices to plateau as they seem to be going down and will decrease further after the next gen comes out but you're question is more of a personal preference thing so its up to you.

    Depends of the specific chip but for the most part it is just keep in mind that cpu over clocking is not like gpu over clocking and if you don't know what you're doing you can damage your cpu but otherwise you can get a decent amount of fps from cpu overclocking.
