To answer the questions: No, and no. I'm only inclined to spend the money because it's a $510 1080 and atm I feel like that's extremely rare. And it's not like I need the performance, but bumping my settings from high to ultra would be cool. Really here i'm just asking if the $510 is like insane enough for me to just immediately buy it. Of course, I could wait until the 20xx series comes out, but that doesn't even have a release date so I don't exactly know how hopeful to be there.
And yea, I thought that having an awesome gpu now and later when I get some money being able to up the motherboard/cpu would be worth it, even if I have to deal with throttling for a few months.

A 1080ti seems... worse, in my opinion. I mean price difference is about $570 for the 1080(Asus Strix) vs $770 for the cheapest 1080ti (MSI Duke)? Is the $200 difference really worth it? - prices from Amazon
Why exactly is a 1080 bad idea right now? I understand that the prices are a little shot up due to mining, but it doesn't seem that extreme to me on cards like the Strix.
Please understand that I'm in no way trashing your suggestion or anything, just questioning because I'm genuinely interested about the responses to the questions

The reason why it's so "hot" is because the clocks are high, even on idle. This could be caused by a number of reasons, multi-monitor setups and having the power preference set to maximum performance being 2 of them that immediately come to mind. Have your card downclock and temps will go down.
With that said, though, I wouldn't worry about it. Not one bit. 40C is perfectly fine. To be honest, your card shouldn't even be idling in the first place, consider that a bonus.

Totally agree on the stuff here, especially on waiting for the newer cards. Still looking for anything better if somebody knows though, but I'm not so sure somebody could beat this.

Agreed. Day 1, it's not going to be very cheap.
I'm looking at the fall to buy the parts for my build. I'm going with an RX 480 but I can't see how the 480 is a bust. Drivers have fixed the power draw issue and fixed the bad frame times in games like GTA V. It's a solid 1080p card. I think part of the reason AIBs for the 480 have been delayed was the power draw issue from the PCIe slot. Is that AIBs wanted to be sure that their card won't cause mobos to fry or computers to start on fire because of cheap PSUs and possibly mobos so they have probably been making sure that their power delivery and what not will be fine. Though I will admit that the launch of Polaris has been less than pleasing considering the long waiting times because people who just want a GPU and maybe don't care about AIBs have had a hard time finding 480s. But Polaris seems to be slow too but that could be in part due to price.
But yeah, I'm not sure why OP would think that the 1060 will exactly be cheap on day one and for the first few weeks to maybe even month or so. I'm not sure if AIB cards will be launching on the same day.

Nowadays 1080P huh More like 720P .
Anyways, Both RX480 and GTX1060 are capable of playing most modern games at a constant 60+fps on high/ultra settings at 1080P so you don't have to worry about 1080P gaming. It all comes down to the price of the gpus at your location and personal preference.

Although it isnt the base model, the card that most will be buying (EVGA 1060 SC), sits at $250 USD and has better performance. This is seen in the video here.

Look at the best results, also look at review results.
Aim for a known overclock ratio, say +25mv and +130 mhz on the core is a average overclock, hit that.
Once done and stable, aim for the best but 1 notch below, if you can't do it even with max voltage, customize the bios.
