    Core of the issue is probably very old hardware, that I certainly wouldn't recommend to use in 2019 for any purposes. I'd recommend you replacing your system.
     
    The issue might be slowly failing PSU (or less likely MB). That might have problem providing providing power in that scenario. Do you have other issues than that? If yes than you might run memtest.

    The people saying it'll kill your CPU in a few months have no idea what they're talking about, how could they, Zen 2 hasn't been out a few months yet.
     
    Look at it this way, AMD and their board partners have had Zen 2 running in test labs for literally months. The absolute most anyone else has had one running is 21 days. Maybe things aren't quite as intended but I struggle to believe AMD would risk their hard fought for lead by releasing a product that was going to start frying itself in a few months time. Imagine the PR nightmare that would bring.

    -.1v offset, stop blaming the cpu, if you are unwilling to do minor adjustments perhaps don't be an early adapter, the reason your ram doesn't boot at 3200 is because you decided to go with a x470, if it was ur first pc ever, x470 and zen 2 probably wouldn't be the combo i'd recommend, but again, it's not zen 2's fault.

    No, but I'd still try to get at least a quad core if you cannot afford a 1600. The 2200g or the Ryzen 3 1200 will handle modern games far better than an Athlon dual core, as well as anything else you'd like to do on the computer.

    I would say the 2200G is what you're looking for, for your purposes. It can handle light gaming without the extra expense of a graphics card.

    I would suggest just a slight upgrade in terms of the motherboard though. I would say you would be best going for B350 or above just in case you ever want to upgrade your systems (or maybe just some of them) to something like 3rd gen Ryzen at some point down the line when the 2200G doesn't seem so capable any more.

    I have a 2200G system that is mainly used as my media server, but is also capable of standing in as a light gaming station in the kinds of titles you mention (Like Borderlands, Borderlands 2). I've never tried it with single channel memory so I don't have a comparison, but I believe it should benefit from double channel memory.

    Intel's R&D-costs include a whole lot more than just CPU- and GPU-research. They do a shitton of research on all sorts of accessibility-stuff, AI, computer-vision and so on and so forth, whereas AMD just spend their R&D mostly on CPU- and GPU-research. This is to say, you're comparing apples and oranges.

    I guess it depends on personal taste and experience. Even lowest end PRIME B450M-K gets new BIOS like every 2 months. About website I tried finding QVL memory list, CPU support list and latest BIOS for asrock b450m pro4. It was all over the place - like 2 totally different sites. Getting this gibberish after clicking on exact board. I don´t care about your other 20+ boards. (+qvl I had to google it, I couldn´t find it in support)

    80C is bad if it normally runs this hot, but if it's maximum hit under sustained synthetic workload. I wouldn't worry about it because you will be running at those temps rarely if ever

    Wait for a couple of weeks. Zen 2 CPUs will launch on July 7. You might find a better CPU in the new lineup, or old CPUs might get discounted.

    I personally like Asus BIOS. Not much experience with ASRock. The most recent gigabyte board I've used was probably with Sandy Bridge or some AM3. Maybe they improved but their BIOS sucked back then.
     
    As for build quality ASRock is bang for the buck MSI has generally also good price/performance. Asus is a bit more expensive but their website/support/BIOS/QVL/support list are better than competition. Especially website is IMO way better compared to ASRock (their website is IMO nightmare) that's actually why I passed on them recently. I refuse to spend couple hours figuring out if it's compatible what BIOS is the right one etc. But on the other hand I wanted to be sure as the PC wasn't for me.
     
    Maybe unrelated but a friend had horrible OC results on Gigabyte board (cheap AM4), but he's new to PC so maybe he's just bad at OC.

    GT710 if all you need is to run 3 monitors. But check on manufacturers page some are limited to 2.

    Basicaly. To be clear board is OK if you get a good deal. It can handle 4c or 6c stock or very light OC provided that there is decent airflow around VRM. I wouldn´t expect it to last long with OC 2600. It´s one of the cheapest B450 MBs.

    Depends on offers in your region but ASRock B450M Pro4 is decent board for price. I would avoid B350 board at this point. For memory 3000MHz (XMP) is IMO reasonable minimum, you won´t save much but the performance penalty would be significant.

    Generally no. On-board audio is good enough these days for 99% use cases. Only reason you would really need any type of external DAC/AMP or sound card is if you were A) an audiophile, or B) music production. 
     
    For everyday gaming/general PC usage, onboard is more than adequate to drive headsets and mic and provide a clear sound.
