Intel's Puma 6 chipset, used in gigabit broadband modems around the world, suffers from latency jitter so bad it ruins online gaming and other real-time connections.
Here are just a few devices with PUMA 6 chipsets which tend to be associated with gigabit cable modems. Not all of these are confirmed with a problem - it is just likely at this point.

That is always the case
I think the major difference is that the VMM is only part of the System Center which also has the capability of Change/Incident Management, Client Management, ....

okay standard network setup looks like this
your ISP line (modem) goes into your router/firewall here security gateway (ill call it router)
then there is a switch because your router dosnet have enough ports
then the AP goes to the Switch just as any other wired device (like your PC)
now your router has to tell your clients (pcs notebooks phones cloud-key...) who he is (DHCP Server) so your pc needs the IP address of your router as Gatewayaddress and it needs the ip of a DNS-Server (like 8.8.8.8 for google)
your router might also need information about your connection to the ISP and did you throw out your ISPs router, if not the problem might be NAT

I too would recommend a switch to X99 (and waiting until after Ryzen drops, or at least we know the price). A 6700k is better for pure gaming but you can clock any of the Broadwell line over 4 Ghz and the extra cores offer signifigantly better performance when doing numerous tasks at once.
When you are streaming you have your game running, a multi tabbed browser, your capture software, etc. Having a few cores to spend on all of those non game tasks is very nice.

Yeah you should completely remove the drivers with Display Driver Uninstaller, then do a clean install of the latest version again. Should that still fail, wipe them and install the version before that.

The problem is the IO of the HDDs a good HDD has something around 100 IOPS an SSD has easily 50000 IOPS (the slow ones) try to split your VMs in Boot and Data drives, data goes to HDD OS to SSD

did you take a look at the Hyper-V Server (no GUI no Price ) It does everything a S16 Datacenter would do and you have stuff like live migrations vSANs, HA-Clustering (requires AD connection to set up, not run) for 0$

Use a VPN and you're good to go. No need to expose your cameras to the outside world.
