maybe its an Omen thing, i had several  HPs, swapping out GPUs hasnt been an issue.

watch all of the videos at launch and get the details for that release at that time, and then fail to get a card/cpu anyway because people have been watching at higher speeds skimming for the information and are there buying the parts as soon as they go live

actually you're silly to think you need a monitor to make the most out of your gpu, I suggest grabbing the cheapest monitor because even the best gpu can't drive it fully on some games.

1.4V is perfectly fine and up to 1.45V is usually no problem. I have yet to encounter some DIMM modules that do not have temp sensors, however those sensor data is not always shown in every tool. HWInfo64 is to my knowledge the best you can use supporting almost all sensors available.

what type of ecc ddr3? Unbuffered ecc will normally work, registered and lrdimms won't work.

Turns out this is caused by DLSS, it utilizes the tensor cores which utilizes all of the chip that is typically not being utilized by any other game. It's actually very normal to have to drop your clock speeds or up your voltages when using DLSS.
 
Which brings to question, why does every overclokcing article and YouTube video for the 3000 series not even mention it, they're all going around giving overclocking advise like its 2015! This is a big deal, anyone who has a close the the bone overclock is going to have fails when they launch DLSS enabled games and start blaming the game and not this aspect of 3000 series overclocking. Can see it now "Every other game works fine, stupid games it's made by peasants the publishers found in the streets". 

I have same issue with warzone. I get avg 130 fps on 1440p (same with 1080p which is weird) + low settings + RTX OFF.

The power limit set by the bios (94.02.26.48.70) is 370w and voltage limit is 1.09.
 
I used gpu-z to see what is happening during gameplay and it seems that the reason for performance cap is that the card reaches maximum allowed voltage (VRel, VOp) while the power drawn by the gpu board is around 250w

I've spent the entire christmas and new year vacation trying to figure out what could be the problem as I believe with my build I should get more fps than 130.
I came into a guess/conclusion that the issue is within the game itself and how it is "optimized" as most of benchmarks give reasonable fps.

I've been absolutely screwed. I wanted a 1080TI, but bitcoin was a thing, prices were outrageous.
 
Then, when bitcoin tanked, and prices came down, the 1080TI was discontinued, and prices were still outrageous.
 
After that, the 2080 launched. The MSRP was outrageous.
 
Since I refused to pay outrageous amounts of money for a GPU, I'm still stuck with a GTX 980, waiting for a 6800XT. If the price is outrageous, then I will simply wait even more. And maybe in 2022, I will be able to get a good high end GPU that isn't an outrageous amount of money. >_>

Anything from a change of pressure on the VRM components to change of load can cause coil whine. Dw about it.
