Depends on what you're using it for during the silent mode. Fan will still spin if you do heavy loads, even on silent. Without the fans it'll just shut itself down If you're only doing office work / browsing the web, it should be silent.

It's supposed to only run at 3.9 Ghz if all cores is active. 4.1 Ghz for 2 cores.

305 isn't even the latest BIOS, it's old. 303 is one of the first releases of the BIOS. It's currently on like 312-315 if I'm not wrong

Check if you have ASUS Keyboard hotkeys disabled in your startup in task manager. If it's disabled, it won't show popups when u click the hotkeys. If it still doesn't work, try reinstalling the hotkeys driver. It's on the ASUS' drivers website.

Nah, my cpu goes above 25W when playing games. Also, I never experienced any battery drain from playing games.

I don't think so. Mine runs at 45 W TDP. Programs ilke XTU, HWmonitor, Aida64 for some limits it to 25 W TDP. Use ThrottleStop, cpu gets to 45W. basically don't open anything that monitors the cpu besides Throttlestop. As far as i know, only throttlestop that doesn't limit the TDP.
