nothings getting faster without an upgrade, otherwise use the generic stuff like , Defrag HDD , Disable windows animations effect on certain stuff, clean up temporary files  , disabling hibernation , disabling system restore monitoring etc.

You're gonna need more than £120 to get a decent upgrade, even upgrading to the best FM2 socket cpu available so you can keep your motherboard and ram, it'll still be slow as hell and not worth the cost.

If you're looking for a more 'traditional' place to buy second hand stuff, you can just look at eBay or your local equivalent.. What you should get, depends on your budget.
A used school Dell with an i5 + some GPU might be a nice budget idea too

well going from 980 to 1070 is kinda a sideways upgrade, it would make more sense to either
A: see if you can get a 1080 used
B: save some more and get a 1080 new
or C: save even more and get a 1080ti

id say it might be best to remove the dust inside the heatsink and when you still have not low temps you might want to replace the thermal paste with a better one but i myself dont really bother with my fire radeon hd 4670 at 98c

My guess would be that it is supposed to look like that, an old psu ive got lying around has got that white substance inside it too and i think the capacitor is moved aside like that to make place for the wire beside it

Wait for Zen - the 7700k sucks. Unnecessarily expensive motherboard. Unnecessary expense on a 960 EVO SSD. How does your brother benefit from having a stupidly fast and stupidly expensive boot SSD? Slow mass storage - 5900 RPM isn't very good. $120 on an obsolete DVD writer. Silly. A GTX 1070 with a 1080p 60Hz 5ms monitor? Is this a joke? And on top of that, the monitor you picked costs a stupid $430?!?! You could get a 34" 3440x1440 monitor for that kind of money. Also, $3000 is a lot to spend on a PC, especially when you could probably build a better setup for 2/3rds the price.
