    Even if it did though, you should still go for a faster single card instead of two weaker ones.

    B550 is compatible with Zen 2 (Ryzen 3000 excluding APUs) and Zen 3 (with a recent enough BIOS revision).

    That wouldn't work with a B550 board, and if you're just gaming the 3100 and 3300X make more sense to buy.

    The Strix B550-A is a lot better, but quite overkill for a quad-core.

    The B550 Aorus Elite is good, but I'd also take a look at MSI's B550-A Pro and ASUS' TUF B550(M)-Plus (both the ATX and mATX versions are the same, save for the missing PCIe slots on the mATX because of space constraints). 
    The VRMs on them are at least just as good, but feature-wise I think they're ahead of the Aorus Elite in a few aspects, depending on what you're after (front panel Type-C, rear USB ports, etc.).
     
    Also, if you do go with the Gigabyte board, make sure it's the ATX, not the mATX B550M variant. The VRMs on the mATX Aorus Elite and Aorus Pro are very different from their full-sized ATX counterparts, and not in a good way.

    I'd get a new power supply. It was good for its time but its age and double forward topology don't make it comparable even to more modern options.
    Do you have a particular set budget for the upgrade?

    That's a solid option, albeit quite a bit on the overkill side.
    You could definitely spend less and still be just as good, but if the cost of that particular unit is not a problem, then I'd say go for it.

    It should work perfectly fine.
     
    The 3070, at least the Founders Edition, is a 220W card. 
    Manufacturer recommendations regarding wattage have been known to generally be overkill for years to account for people using crappy power supplies - why would OP need even more than 650W? Not to mention that, as noted above, Nvidia's testing and therefore recommendations are based on a 10900K rig.

    If it goes to exactly 125W package power, it'd lead me to believe that it's the Turbo Boost limits kicking in, if you haven't removed them.
     
    Otherwise, I'd say it's just Prime95 going through different FFT sizes, as mentioned above.

    Try using DDU to remove your current video drivers and then reinstall the latest from AMD's website.
    Also, I'd revert the CPU overclock to see whether it changes anything.

    The PSU's fan curve is based on temperature, not load percentage.
     
    Are you sure it's the PSU that the noise is coming from? 
    Even if you were to push it to its max output (which you're not with a 3700X and dual 8-pin 3080), and even if it was the older 2015 RMx (which tended to be a little louder than its newer 2018 v2 counterpart), I still doubt that it'd be louder than say the graphics card for example, or other noise generating components in your system.
     
    I haven't personally heard a whole lot about the Revolt Pro, so I'm not going to comment on it.
    I'd definitely rule the Focus out - it looks to be the most expensive of the bunch and by far the loudest* (not sure about the Revolt Pro), and I'm also not sure how sensitive it is to the 3080's transient spikes, though to be fair it's not like you're going to do any crazy overclocks with your card with just two 8-pins.
     
    The RMx, Revolution DF and Ion+ are all solid options. I'd go for either of those, or one of these other ones which are also just as good:

    Phenoms lack AVX support, and afaik Modern Warfare (as well as many other DX12 titles) does utilise AVX instructions, so it's probably a no, to answer your question.

    Because they are likely the first manufacturer people are exposed to and arguably the most well-known one too, considering their affiliations with most large brands out there.
    This video shows a good idea of why they aren't the best in every category out there:
     
    But of course most people won't try different options of keyswitches, they will get something and that's it, meaning the likelihood of people having a cherry mechanical board over something else is high and of course that is where confirmation- and choice-supportive bias play a role in keeping Cherry in people's mind as "the best".
    Plus, they are seen as the "golden standard", maybe not necessarily because of them having the highest quality, but because they are someone to compare the other options against.

    I believe the Keyboard uses a GK64S PCB, an aluminum mounting plate, and a wooden case. I will not provide additional photos of the Keyboard and Numpad until after the giveaway has closed. I will not record additional sound samples of the Keyboard and Numpad until after the giveaway has closed. I will not answer any questions about the Numpad. I will not answer whether a sound sample belongs to the Keyboard or the Numpad.  
     
    Giveaway Results
    The giveaway will be closed to entries 36 hours after the start of this thread. The winning entrant will be selected and will be announced 30 minutes after the giveaway has closed, in a status update. The winning entrant will have 12 hours to PM me with their gift choice, along with their email for the MK Gift Certificate, or their Steam username for the Steam Digital Gift Card.
