Why use a server?
 
Also gotta have some anti grief measures in place dont just put some spots that only 1 player can interact with, cause im pretty sure some a hole might just go build a tnt cannon and nuke everyones builds

It sounds a bit like you want something like a project management app,  that will show progress of tasks etc.    I am only guessing what you want, so not sure whether this will help.  This gives a list of various project management applications.
