    Obviously a 10900k would be best, but the 10700k will be almost as good. That is what I have. I couldn't find a 10900k in stock. Even with PCIE 3.0, these chips are faster than anything AMD has for gaming.

    The z490 boards support PCIe 4.0, but the CPU's don't. It is safe to get a 10700k, then replace with a 4.0 supported CPU when they come out, as it will slot into the z490 board.

    I built a system for my GF using this chip and cannot get over 4.8. Seems pretty normal. If you bought it from amazon you can return and try for a better chip.

    I was only able to get my 9900kf to 4100mhz on 4400mhz ram. On the other hand, I had to return my 9900ks because the ram wouldn't go above 2600.

    Depends on your financial situation. I loved my 1080ti, but the 2080ti is definitely faster! My two fan evga card is super loud though. Get a least a 3 fan or water cooled 2080ti.

    I would suggest updating your bios. This should make sure you are on the most stable version. If your already up to date, try clearing the CMOS and hard unplugging for 30 seconds to reset the mobo completely and drain the onboard battery. Also if your cpu is overclocked try increasing the voltage a tad as sometimes the memory controller gets extra hungry.

    It's 10 to 15% improvement after overclocking, since the AMD chip can't overclock nearly as much. That is a huge improvement.

    Memory pooling is not supported on the 2080ti to my understanding. That is only a workstation card feature.

    In the run box type "control userpasswords2", uncheck "require users to enter a username and password...." and click OK. It will ask you for the username and password it should log in with by default. Account has a password and you don't need to log in every time.

    the problem is very likely coming from the CPU...cause the RAM might not be fully stable at it's rated XMP profile...but your FAR from that...so unless Gskill messed up real bad and sold sticks from a much lower bin as being 3200mhz (unlikely) then it would mean the memory controler on your CPU is pretty bad.
    How is the CPU in general? can it overclock a fair bit if you let the memory run at stock?

    Let's figure out what's going on with the GPU first. Grab GPU-z and launch it. On the second tab ("Sensors"), check the "Log to file" box and run your game. After you've played enough, uncheck that box and open up the file. If you have Microsoft Excel or similar, you can change the extension to .csv and it'll load up just fine.
     
    In any case, what you want to look at is the core clock, temperature, and load. Here's what I think is going on based on those three things.
    If the core clock goes down when the temperature goes up and stays up (at around 80C-85C), the GPU is thermal throttling. If the temperature remains at 80C-85C or less and the GPU core clock is above 1506MHz and the GPU load is less than 100%, it's likely the driver doesn't think the workload is heavy enough for the GPU and is doing some basic power saving measures (you can also confirm this via the electrical stats) If the temperature is below 80C, the core clock is hovering less than whatever boost clock it has, and the GPU load is less than 100%, then it's definitely saving power because the drivers don't think the workload is heavy enough. You can check the VDDC out (I think that's it) and if it's flat lining at about 13A and the clocks start dropping, the GPU is preventing itself from using more power. Although: If you don't have a 144Hz monitor, I wouldn't worry about this.
