So as a Microsoft employee i was able to purchase 2 years of XBL Gold for $50, and with today's promo of $1 for Game Pass Ultimate my XBL Gold membership got upgraded for the entirety of its duration...
Basically I got Game Pass Ultimate for $51 and I don't even own an Xbox, sweet!

The 2080 prices on Amazon are actually pretty good now, even better if you get an open box/ Amazon Warehouse item as in still fully functional and still including manufacturer warranty just either opened or a beat up box. I got an RTX 2080 MSI Gaming Trio X for a friends build and it was $644, brand new other than the box being beat up from the Amazon Warehouse. $150 off retail for a busted up box. Some of the cards are even cheaper depending on if it was actually used and returned or not. If you do a used - like new or a used - very good you shouldn't have an issue most of the time it says the reason for the price drop too i.e. Unopened item comes in original packaging, packaging is damaged. or Used item has minor cosmetic blemish, comes in original packaging. that sort of thing, but you can find some pretty good deals on the cards and they're backed by Amazon and also still have the manufacturer warranty

Honestly, a 4C/4T part isn't going to cut it for what you want to do.
I was down this road 3 years ago using my old overclocked i5-3470 to 4ghz and my HD60 Pro.
Fact is, even with the dedicated resources, you still need the compute cycles to run the software as well as game at the same time.
I would suggest trying Relive and skipping OBS for now to see what your performance is like and what you can do.
From there, try offloading OBS to your R9 380X and see if that helps you.
Ultimately, You should be planning to move to an 8C/16T build if you want to get serious with doing this.
Games are getting more demanding, and even with my first gen Ryzen 7, I can bring it to its knees depending on the quality of recording and streaming that I am doing while gaming.

well for the same money just get a Vega 56 Pulse. Its 270£ in the uk. Its very hard not to go with that deal.

I would def. go w/a GTX 1070 TI, if it's not hyper-inflated like most of them are now; otherwise, you can wait for Navi to be released to see if the RTX 2060 prices come down.

@AKS_Adrian, in that price segment, you should be going for the RX 570 8GB new.
In that market segment, you can score used RX 580s and RX 480s for similar money as well.
There is honestly zero reason to consider those nvidia cards, unless you have a specific use case for them.

RTX 2070 would be the way to go in that price range.
Adobe prefers NVIDIA, and the extra 2GB of VRAM over the RTX 2060 will benefit you.

I agree. A graphics card will do very well for him. But we do not currently know what RAM he has in his system either. If he is using 2400mhz ram he will see major performance increase if he would go to 3200 aswell.

The 2080TI is the clear winner.
A runner up would be the RTX 2080 and if you really want to go Team Red, the Radeon VII
For 4K60, you really don't have many choices.
Personally, I would go for the RTX 2080 as the TI is a bit too much for my liking.

Exactly my thoughts.
Really, I'd rather him get the new video card and better monitor first and actually see what his performance looks like.
He has an X470 board, so it's not like he can't easily, like you said, overclock or drop in a Ryzen 3000 if he decides he wants a bit more oomph.
