    The fact that you are still happy with your R9 390 makes it hard to recommend even upgrading.
     
    Something that would feel like an upgrade would have to be a Vega / RTX / Navi card.
     
    I always recommend looking at Pugent's benchmarks for teh suite of applications that you run.
     
    I have a feeling for $400, an RTX 2060S would actually be the best, as that is what I would recommend, but I am also used to dealing with people that primarily run the Adobe suite. CUDA is well supported and the Turing NVENC is leaps and bounds better than what AMD has, especially with Navi being such a cluster with VCE support currently (even though it is actually better hardware wise than what Vega and Polaris have).

    The above two articles actually showcase that the RX 5700XT is faster than Vega, but a little slower than Radeon VII, but the RTX 2060S is overall better in the main suite of applications.
     
    I highly recommend the RTX 2060S. It will be slower than a 5700XT in games, but it will be faster in everything else that you do.

    I think waiting for the RX 5500 isn't a bad idea.
     
    Plus, we are month out from Black Friday / Cyber Monday, so I would suggest holding out.
     
    If you can't, you really can't beat what the RX 580s are going for on sale right now.

    Faster RAM is more CPU limited than not with Ryzen.
     
    One of the other guys on here is even running on an X370 board with no issues.
     
    Pairing that and a 5700XT would easily yield 10-20% more performance, which if he wants to run ultra, he will want it.
     
    EDIT: It will require a bit more research of course.

    I would honestly suggest saving on the X570 board and going for a B450. Use that savings and spring for DDR4-3600 RAM and bumping up to a 5700XT Red Dragon or Pulse.

    I remember my experience with the R9 380 being pretty rock solid stable.
     
    What problems are you having?
     
    I have basically nixed alll of my performance issues by setting vsync to "Always off" in Global Settings.

    The only other issue I have had is black screen flickering when coming out of stand by on some games, but that is fixed with a quick reboot.

    This, however, is a known issue by AMD.

    Honestly, Minecraft with shaders is just a bear.
     
    I was just talking to my buddy who runs a 5820K OC to 4.5ghz and and he just upgraded to an RTX 2080ti and he still can struggle at times with it. It is just how it is.
     
    I'd suggest if you want to stream and get into content creation, just get the RTX 2070S at the minimum as the NVENC for streaming is pretty amazing, RTX is the best for video content creation right now, and you want as much performance as you can get for running Minecraft with shaders.

    This works with some AMD cards since their "lock" is just based on software, in other words as long as the cores aren't actually defective it will work. Nvidia tho make sure you can't with physical methods (big beam of laser), just like Intel.
     
    What you could try is to flash a higher power limit RTX 2080 BIOS, since letting the card draw more power could lead to higher overclocking headroom, provided that you are hitting the power limit with the stock bios.

    I would say yes.
     
    I have had a good time doing 2560x1080 with my RX 5700 XT on my 200hz monitor, and the 2070S is 5%-10% faster.

    Ideally you'd want an Intel build for After Effects, Photoshop, and Premiere Pro however it is understandable that it is often too expensive to make an Intel build.
     
    So with that in mind at least to get Zen 2 (3600) since it is a lot better at it than previous Ryzen generations.
     
    GTX 1650 is often terrible value, while the CUDA Acceleration on these tasks will not benefit from a super high end gaming card something like the GTX 1060 6GB could be a better pick if you have decent second hand deals on your area.
     
    Make sure you have at least 3000mhz~3200mhz rated memory as well since Zen 2 is sensitive to it.
     
    You might wanna consider a cheap 240GB SSD for boot drive and then go with a 2TB HDD instead, might slown down things a little but it's still a considerably superior "value" proposition specially on markets where SSDs are still fairly pricey.

    It's like 5-10% behind equivilant 5ghz intel CPUs for gaming, but it has a lot more multi-threaded performance if you ever do anything besides gaming.

    there is no such thing as future proof, but having more threads is nice IMO
     
    Should either get a 1080p 144hz display, or a 1440p 100-120hz ultra wide for the monitor

    3600mhz CL16 RAM might be nice, but it's rather expensive right now

    1440p at 27 inches is likely the best sweet spot for you, you can indeed play at 4k with a 980 Ti but the advantages of 4k vs 1440p at 27 inches when gaming a very minor and if your image quality has to decrease too much you'll end up having 4k of very few details defeating the purpose.

    I agree with others here.
     
    I don't think the RX 590 is worth it unless it is super on sale, especially when RX 580s and RX 570s can be had for $170 or less.
     
    If you are considering an RX 590, you might as well consider a GTX 1660 and 1660ti. You also get that really great Turing NVENC with it.

    1660 is better overall. With some overclocking it can reach 980 Ti level while 580 could not.

    After fighting with problem after problem i finally gave up after trying every driver and trick anyone could come up with. Put my old 390 back in. My findings are as follows.

    Depth- (DX9) Solid 75 fps capped, max settings on 390. Same settings and fps cap on or off on 5700 XT, stutters, drops into the 30s, chugging.
    Destiny 2- High textures, medium everything else, vsync on, 60 fps drops to 48 on the 390.  \    Max settings, res scale 125, vsync off, stutters, drops into the 30s. vsync on, playable, but will still drop to low 40s high 30s, very choppy image. (only 60 percent gpu usage at max settings 1080p, so its not struggling to run the game at all) on the 5700 XT
    Fortnite- runs fine on both but the last 2 drivers have caused distant objects to flicker on 5700 XT, 390 does not suffer this issue with the same drivers.

    Not to mention the screen flickering in BF3 and 4 on 5700 XT, watching any content on second monitor while gaming (yes hardware acceleration is off) causes the monitors to lose signal after flickering like crazy.
    My PC refuses to restart or shut down via the windows options when running 5700 XT, no issues doing so on 390. The list goes on and on, Basically SOMETHING is terribly wrong with the AMD drivers for this card, and from my googling and forum jumping im not alone. (Though mentioning this on the AMD reddit causes a rage not seen since Anakin killed his own wife in episode 3 and screamed NOOOOOOOOO!)

    The absolute WORST part is, in games where it doesnt give any issues, its an amazing gpu, BF1 ultra 120 fps capped, gta v average of 125 fps max settings, witcher 3 WITH HAIRWORKS ON, 60 fps solid on ultra. But there are just far to many games i personally play that give issues my old 390 does not. So im stuck waiting for a fix. Heres the issue.



    Not once in any "known issues" section of an AMD drivers page has ANY of these issues been listed, despite seeing countless others suffering the same problems, it seems AMD is dead silent on the driver issues with the 5700 series, i guess not to muck up the PR for the thing since its selling like hot cakes.

    My question is, based on past experience you have had with AMD and bad drivers for new cards, how much longer do i have to wait? Its been 2 months since launch, i spent 1 month suffering issue after issue personally before i tossed my old gpu back in to game in peace, so really how much damn longer do we have to wait for them to even give the courtesy of mentioning these issues in the patch notes as being worked on. 2 months in and NOT ONCE, have these major issues been addressed. They silently fixed the BSOD issue, ill give them that, but black screens and game flickering, and stuttering, and poor DX 9 performance, some games performing badly despite the card having enough power to tear through them etc all still exist after 2 months.

    Should i just take the L and sell this card since my return period is up, or is there any small sliver of hope we get a fix BEFORE the December mega driver, because im sorry but waiting until December to use a card i bought at the end of August isnt acceptable. At all.

    Cant buy a Rad 7, as they apparently have similar problems, every other AMD gpu is a downgrade outside of that, refuse to go Nvidia because i had similar and even worse driver issues with them, and they lack features i use on the AMD side daily (and i just cant stand their Windows XP style control panel personally) Theres also the price premium so i would be forced to drop a performance tier if i want to spend the same amount i did on the XT (600 cad)

    I need some good news here, what was the single worst gpu launch for drivers outside of the 5700 series? And how long did it take them to fix those issues? Personally im giving them until November and then im seriously considering selling it. Ill wait for next summer and RDNA 2 and hopefully good drivers by then, but im not going to have a 600 dollar paper weight sitting around collecting dust, if they cant solve this after 3 months.

    The 370 draws a little over 100W at full load, the CPU less than 100W. At full load your system would pull between 200 and 250W from the PSU. That's absolutely fine on a 400W power supply.

    I doubt it is the RX 580 causing micro stutter if you are having this issue with two different ones.
     
    The fact that this happens on the desktop too tells me this is more of a system problem than a graphics card problem.
     
    I would do validate that you are on the latest version of Windows 10 (even consider a clean install) and do a Windows integrity check.
     
    Honestly, I tend to get weird issues after each major Windows 10 patch, which results in me just doing a built-in reset, which fixes my issues.
     
    This happens on both my AMD and Intel systems, so this more of a Microsoft issue I notice than anything else.

    Really, when it comes to the 5700 series, keep a close tab on the release notes of the most recent drivers.
     
    I actually just took the plunge on upgrading to a 5700xt, so I have been doing a lot of reading.

    Really, right now, it seems that the biggest issue is image quality leveraging VCE in OBS being significantly worse than software, NVENC, and Quicksync.
     
    You shouldn't run into issues outside of VCE still being ironed out, but that is because it is a newer engine and the drivers really aren't there yet for it, it seems.

    Tru tru but I don't wanna bork around in iCUE ? (I run a K70 Lux RGB)

    And XSplit is nice, but I think SLOBS is about as nice (different setup but better than straight OBS) and that's free, so try them both out.
