Throttling is when a processor under clocks itself because it's too hot, Check your temperatures before the drops in speed, if this is the case a better cooler or not overclocking as high can help.
I guess it depends on how heavy the editing and design work is... Maybe wait for Ryzen 2 or 9th gen Intel and look at some CPU benchmarks, if they're noticeably better than go for it if you want to.

Your system should definitely be compatable with a 1080 ti, just make sure the one you choose (If you do) Will fit in the case as this is generally a very large card
