I'm thinking of streaming games and wanted a cam, is there a way to turn my iPad 2 into a webcam?

I'm using the LG Flatron W1943TE, and SAPPHIRE HD 7970 3GB GDDR5 OC with Boost. And I believe I can't maximize my video card with the monitor I'm using. Is 60fps the highest I can go with my monitor? It have 60 hertz refresh rate Would there be any difference in 720p and 1080p youtube videos? my monitor only have the DVI cable so I'm guessing it can't support 1080p. Anything else? Thanks boys!

In its current state, 80% full. But I won't be needing most of the files and will probably just delete it. So I'll have about 400-500GB of free space before formatting.
