Is that the Charger which came with the Notebook ? Either way stop using it and throw it away. If you wanna be a good Human being you can also destroy it so that no one who might find it in the Trash tries to use it again. I'm guessing that the USB C Cable is broken aka the ground connection in the Cable got severed somewhere. If the Cable is permanently attached to the Charging Brick then yeah just throw it away, if it isn't you could try to figure out where the problem is coming from.

Make sure that both Displays are in the same viewing Mode. Filmmaker Mode on your LG TV will look a lot different than Gaming Mode (or whatever they Call it) on your Alienware Monitor. Yeah the Higher you go the less of a difference there is going to be between High Refreshrate Numbers. Weird but ok.

Make sure that the Ignore User settings are tuned correctly. If they are and it still happens then you found a new Bug. I've noticed recently that they've added a couple of new options to the Ignore Contents page.

Sometimes when I use the downstairs Bathroom Jessie (one of my dogs) will scratch on the Door to be let in because she wants to come say Hi. Mind you the downstairs Bathroom is just a Toilet with a sink in a room no bigger than 2 square meters. So she comes in and occupies the rest of the small bit of empty space in the room breathing like an old coal powered Train Engine because she wants to be noticed.
