I /absolutely/ agree to what you just said. Most compilers will only do better with that if you span the program out in multiple files though... so make sure to do that if you'll be programming with something like Visual Studio. >.> If he does have the extra money for the more expensive chipset and CPU, then I'd go for it as well. But I'd recommend that he invests in a good cooler so that he can overclock better.

For the love of god, get two RX 480 aftermarket cards if you plan on doing something like SLI (Crossfire). It will perform just about like a GTX 1080.
The 1060 /cannot/ be connected by an SLI bridge, you can do something like SLI through the PCIE lanes, but that's supported in almost no games. The only one I even know of that supports this is Ashes of the Singularity.

It will only speed up loading times, not the actual performance of the system
The i7 6700k is selling for $320, and an Asus Z170-A is about $150

DirectX 12 and Vulkan are known to work better on AMD cards. I would get an aftermarket 480, the RX 480 Gaming X is currently available on Newegg (not for long though). Plus, you have the option for Crossfire with that card and future cards down the line.

The Z170-Deluxe is probably the best suited for workstation and professional usages. Whereas the ROG boards are more tuned for gaming performance. The Skylake architecture doesn't need crazy 12 or 16 phase motherboards unless you're using exotic cooling options and pushing a ridiculous amount of voltage to the chip. This means that the Maximus VIII Hero should be perfect for your needs, as it has SLI support, and M.2 slot, plenty of SATA ports, and of course PCIE slots that could have the sound card in them.

what my retailer of choice usually does is flip them to preorder when a new (popular) product runs out, they order a new pallet, and wait for them to come in.
if newegg is as "human" as they are, you could toss them a phone call and ask if/when they're coming back in stock.

A Nitro or MSI Gaming X is preferable, otherwise compared to other cards... they just don't have the same performance available. I'm more for performance rather than the looks really lol. Although I love the design with both MSI and the Sapphire aftermarkets.
