    Reset cmos with pins or remove batt for 20 sec and try a power cycle
    Make sure you're on the right power switch pins, check your MB manual
    Try one stick of ram and reseat your power to motherboard, the 24 pin and i assume 8+4 pin or whatever it is, make sure they are going to right spot in power supply if modular.
     
    Is this a new behaviour or new build?

    Fans have bearings, bearings need lubrication, TLDR use motor oil after peeling stickers and popping plugs. If its not meant to come apart, replace it.

    try and check temps with hwmonitor, but also upgrade your ram. You should get atleast 3200mhz, but aim for 3600mhz. Ryzen likes fast ram.

    You said it yourself, we really dont move our hand much when mousing. Learn to do it more or balance cursor speed with your skill. Alternatively you could try another mouse or get a mousepad that goes under your keyboard/had a design, gamers nexus and LTT have one XD. It may help w the OCD part.

    You need to go a bit higher and I'll tell you why.
     
    Your CPU and GPU are overclockable so you'll be wanting to do that. That H board won't be able to overclock your CPU so go with a Z board if you want the full benefit of your hardware. Nothing against Gigabyte but I don't feel like their quality is top notch.
     
    Everyone praises the CPU and GPU, but your motherboard powers and controls everything so don't cheap out on it. The EVGA Z370 FTW is currently only $120 USD and it's a really solid board.
     
    Go for Asrock, MSI, ASUS, EVGA Z motherboards.
     
    Other than that though it seems like a really solid build. Don't forget to include cooling. Maybe a Noctua air cooling system or an AIO like the h100 V2 or h115i.
     
    Sorry but if you're going to have nice hardware don't have it die on you just to save a couple of bucks

    Agreed. Seasonic did (and still does) enterprise grade power supplies so I am pretty confident they know how to build a quality, well adaptive hybrid power supply. Plus, they would make sure that the components inside didn't get out of spec due to heat. Its likely once the fan kicks on it is probably at around 60-70% of the maximum temperature allowed on the components. After that they cool pretty efficiently. 
     
     
    Keep in mind most fans will last 15-30k hours depending on their build quality. So, even if the fan did start failing it would be some time. Also, if I am not mistaken, that power supply has something like a 10 year warranty on? Correct me if I am wrong.

    Depending on your system this could be a nonissue. The fan would last longer in hybrid mode (it does less revolutions over time). The PSU? well probably wont make a difference but the official and scientific or w/e story is that the hotter a product runs the more likely it is to fail. HOWEVER I dont think it will get too hot. They build in wiggle room here so the PSU could probably* run at like 60% and not need a fan spinning but they do it at 40 to prevent issues.

    There is hysteresis so the fan would only ramp down after you stopped gaming for a while and ramp up once you've been gaming for a while.
    It won't constantly ramp up and down.

    OK I brought it to a shop, it was working I blieve the transport fixed it, the tech let me use his tools to resaeat and repaste everything for no charge. If anyone is in reno NV then go to reno computer fix he's a good tech.(and a mod on the forum XD)

    New cpu and architectures run sooo much better. Take your old system, sand gpu and meybe storage and sell it as a whole pc, slap a small builders tax on it and use the money to pay for a new system. THOUGH wait till you are all planned out to sell unless you find someone who is willing to pay a good price for it.

    Wireless mouses, especially cheap ones do weird things, go wired. It could also be your pc, update drivers.

    Well I'm not sure who is telling you that their Calix Gigacenter boxes are capable of 10Gbit but they aren't, they only have 1Gbit ports on them. Not really relevant but a quick google search turned up the models that Allo uses and I assume you have the Calix 844G Gigacenter box.
     
    To the problem at hand, have you checked in the router for any QoS settings that might be enabled and tried disabling them?
    Have you tried another machine? Phone via WiFi?

    You're joking, right? A 10 year old group regulated PSU is nowhere close to even a budget unit like the CX450 or Pure Power 10.
