try to look for a second hand 1060/1070 and since youre not planning on upgrading DEFINITELY get another stick of ram at the same speed of your current stick and make sure its 8gb.
if you dont want to go secord hand, and you dont care about ray tracing look for a 1660 super.
if you do care about ray tracing look for a 2060/2060s anything about that and im sure youll need a new psu.
MAKE SURE YOU GET ANOTHER STICK OF RAM!!!! youll see a big difference in performance with dual channel ram!
since your current gpu is working fine you can wait for nvidia's 3000 series and watch the price drop on the 2000 series cards and 1600 series.

try to find the same kit for cheap and if you cant then go for a 2400mhz or 2666mhz dual channel 16gb kit.

i just got my self a ryzen 3600 for nice price , if you want to get into a nice cpu platform now and not wait close to 6 months id get the 3600  and 8gb more of ram

You should upgrade your whole system and get a decent b450 or b550 motherboard with a 3600 or a 3300x.

You need a total system upgrade. The CPU is old and slower so even if you get a 2060, it will bottleneck it to the point where you won't notice a change at all.

Save up and invest in a Ryzen 5 3600 and B450 board alongside a 1660 or 5500 XT

There are cheaper better options as well. 
A 3300x performs identically in games and will be decent. 
Or waiting for zen 3 which would be the most logical thing to do. Or get a 6700 which would be the cheapest option but still a decent one non the less. 

Hi, I had almost the same specs and problems like you, I had the same cpu and it was at 90% with any program, so after investigating a little bit I found out that the best think you could do is change your cpu to a ryzen 5 3600 with a B450, and upgrade your Gpu later 

Your CPU and memory are pinned at 90%+ usage, I doubt a better GPU will really improve your performance a whole lot.

Your heavily limited by your cpu. 
Wait for zen 3 and ampere and big Navi and switch your platform if you can. Or get a 6700 which should help things a bit.
