If you go for the 970 sli you can have trouble with games that dont support sli scaling and as you said you have more vram in the 1070 so you can future proof and if you wait for board members card like asus, evga, and msi you probably can get a lower price then $440.

If you have the money I think you'll be better with a 1070. Less power consumption, less heat and less problems with games that don't support SLI

Z170 motherboard are for intel proccesors with a lga 1151 socket like the i7 6700k or 15 6600k. X99 motherboard are for intel proccesors with a lga 2011-3 socket like i7 6950x or 17 5820k.

No, the Z170 chipset only supports the LGA 1151 'Skylake' socket. LGA 1150 would be Haswell and that would only be compatible with the H81, B85, H97 and Z97 chipsets.
 
However, you're correct on the X99 chipset.
