-2.Never has fucking new released GPU's in stock
-3.they make a X80 or XX80 card and call it the most powerful card and then they release a Titan which is 3 times more expensive and when they are happy they release a X80Ti or XX80Ti card which is 2 times cheaper and performs the same
-4.Stealing AMD technologies when they are Open Source and they just steal it and make it Closed source

Id go for the PS4 so you can play with your friends,if you dont want to play with friends or you dont like the games they play get the Razer Blade Stealth then...

I only got the 4gb version for the budget if he is willing to spend $40 more than i recommend the 8gb 

The only game this card sucks is DayZ (Lets be honest a Titan X sucks at DayZ) but in some games the CPU is more important with just ONE settings and that is Draw Distance,for Draw Distance you need a beefy CPU (GTA 5,DayZ,Dying Light,Witcher,Far Cry)

I would go for this if your willing to spend $60 more since you have a water cooler i wanted to use that to good use just a recommendation if you are willing to save $50 for avery beefy build

Here's my critiques:
 
-First thing I noticed is that you're putting a Mini-ITX motherboard in a ATX case. You're simply restricting the amount of features you can have (for instance, only two RAM slots). It'll also look quite out of place.
 
-Not worth getting the GTX 970 now at that price when you can get a RX 480 for much cheaper. Wait for the aftermarket/custom coolers to come out.
 
-Rare for a AIO to leak but the price/performance is terrible on 120mm AIOs. I'd advise pushing that up to at least a 240mm radiator.
 
-I'd go for the more durable 850 EVO over the 750 EVO and up that power supply to one of better quality.

If your monitor would of have died you would get NOTHING on the screen but since there was some text etc...it draws me to belive its the GPU,i recommend if you play Nvidia games the GTX 680,try to find them on ebay and a little trick where it says $ to $ type to only 110 then it will show you

maybe...maybe not...that depend on what he buy...i would say if he already own a set of at least 8GB of DDR3 memory it's probably best to buy an intel motherboard and CPU that are compatible with DDr3 RAM...does he already own a CPU cooler that he could slap on this?

Since you had a non-overclockable i7, I went for an E3 Xeon. It's basically an i7 4790k without the iGPU or overclocking capabilities. 
I went for a Z97 board for more features, like m.2 and more sata ports.
With the extra budget, I went for 32 gigs of RAM. You'll probably never need that much, but it was under budget.
Swapped the 1TB m.2 drive for a SATA drive. You won't notice the speed difference in real world use. 
Went for a 3TB mechanical drive for more mass storage.
Swapped the 1070 for a gigabyte card, just because I like their cooler design.
Went for an NZXT S340. I personally own this case, and it's great for the price. Plenty of space for expansion, and doesn't take up too much room.
Switched the NEX unit for a G2 one, which is of a much higher quality.
