    I would just OC the snot out of that 4790k, and if you are satisfied with the performance then an upgrade is unnecessary. Spend your money upgrading elsewhere.

    Yes, 'Quote', and no worries.
     
    The Ryzen stock cooler is fine, I would run everything at stock settings until your issue is rectified. But as I stated install DDU, remove all old GPU drivers, including the old GTX 660 Ti Nvidia drivers. Then re-install new Radeon drivers. That is step one.
     
    Does the used card have any kind of buyers protection? It is possible that the card was defective before you received it.

    The approach the OP above does - raises costs on products for everyone else.  That money lost in revenue and shipping by that company will be recouped by increasing costs across products.  The customer is not always right, and their lack of planning does not constitute a return against the Seller/Platform the purchaser used.  As a small business owner, these people KILL me.  As a small business owner however I can also tell anyone I want to fuck off.  Im no dummy and when I see things like this occur on the retail side, I love telling them (customers) to take the item and tell them where they can stick it.

    Go 144Hz, when side by side it is noticeably better (smoother feeling) than a lower refresh rate monitor.

    The 1060 6GB is good, but RX 580 8GB would be better, with software updates and improved developer compatibility it will trade blows or outperform the 1060. And it almost always can be found for less.

    The MSI B450I Gaming Plus has the best VRMs, followed by the Asus Strix B450-I/X470-I. After that the AsRock B450/X470 Fatal1ty Gaming-ITX and the Gigabyte B450I Aorus Pro follow pretty closely. I can't recommend the ASUS board from my own experience. It's not like it's a bad board but the fan headers have super weird and buggy behaviour and I'm quite annoyed by it. I'd choose the MSI board.

    and btw the Asrock board (as I've seen when my friend's using it) doesnt have working VRM thermal throttling. He overclocked a R7 2700 on it, mos temperature shot past 125C, goes to 0, and still doesnt throttle. Asus board is far more reliable.

    I have yet to mess with any of AsRock's Ryzen boards, but I had good experience with the Intel boards (still got one of their crazy X99 ITX/AC boards).  And, I'm always hear folks in some of the Threadripper threads I read rave about their Taichi X399 board.
     
    Note though, it is still probably best to research about that specific board you are looking at.

    Buildzoid said the msi b450i is the best mini itx (or I need to get my ears fixed) it just lacked offset voltage at the time (msi updated their bios to include it) And I believe he recommended the gigabyte at the time, inferior to the msi board but already had voltage offset. The video was on the Gamers Nexus youtube channel if you want to go looking for it

    I have that mobo with a 2600 in it. I can OC it to 4.2 but I've not run it for long at that speed, only used for benchmarking before returning to stock. I've got Corsair LPX 3000 ram in it, and I think it is running either at 2933 or 3000. Lot better than the early days of Ryzen when the same ram struggled to get to 2666. Can still of course vary depending on the specific ram module. When I had some B-die modules in it before, I never managed to get it past 3400, whereas the same modules on Intel systems would get to 3866. So not one for ram overclocking.
     
    As for pushing the 1700, in the SG13 as well, that could get interesting... the thermals of that case (which I have two of) aren't great. At least it looks like you have the mesh version which is kinda ok as there is any airflow at all, unlike the solid version. You will be cooling limited with the listed components. I wont predict what you might get, but will say a low voltage overclock would get to around 3.6 easy enough, but you will start to push voltage every 0.1 above that. 3.9 is probably too far, but try your luck anyway.

    Yeah TUF boards used to be badass, fallen from grace I suppose to fit the crappy middle tier options. Maybe Asus was hoping people would gravitate towards the TUF boards because of what they used to be. 
     
    Sadly I sold it, in favor of an ITX build, but my 6700k is still sitting on the Asus Z270I ROG Gaming I replaced my Mark 1 with.
     
    Also, Sabertooth Mark 1 sounds like some fictional space ship name, I love it.

    My Z97-AR was one of my personal favorites, I'll return to blind faith for consumer Asus boards when they get that kind of supremacy going again.

    This would be good system overall, there are probably others that are better at recommending good cheap keyboards and mice but the ones I chose are high-quality options. But might be better to go cheaper on peripherals and allocate more budget to a better GPU, but for 1080p gaming, this will crush it. I added at 75Hz FreeSync monitor too.

    Is your upgrade for gaming only? If so, don't bother with the new CPU, your 7700k isn't exactly ancient. A good GPU upgrade is all you need.

    It is an excellent case, comes in white or black. A very similar alternative is also the Phanteks P600s, I just saw this comparison this morning.

    The price to performance relation of a Zotac card refers to the fact that they are typically cheaper than most other cards they compete with but in this case their 1660 Ti costs just as much as the MSI card, and I think myself along with pretty much anyone else on this forum would agree that price considered the MSI Ventus card is the better buy.
     
    I'm not saying Zotac cards are poorly made, but they are associated as a budget option, while EVGA, Asus, and MSI make some of the more premium higher quality cards.

    Noctua's Redux fans are purely airflow, yes, but to scale as that is a 92mm fan that is sitting beside a small 80mm fan. While taking a second look I would agree that they are likely optimized for a happy medium between airflow and static pressure, but they are not static pressure fans.
