listen man im just asking for some help

i do not know if it is throttling or not. i actually dont know what that means

i have a Intel 17-4790k

it says whatever game or tab im in at that moment is using the cpu the most(Chrome,CSGo, Discord,Ect) but when ive run those programs before it has never used 100% of my cpu

I have had this pc i built myself for two years and it has been running fine, but earlier today while i was playing a game my fps dropped from 100 fps to 1 fps. so i restarted the game and it happened again, so i restarted my pc to see if that would help anything and nothing changed. I opened up corsair link 4 and found that my cpu was running 100% load while at the desktop and when nothing is opened. this has never happened to this cpu before so if anyone knows what the problem is please tell me.

I have a i7-4790k cpu on my computer, and lately i have been having some issues with my cpu temp going up to about 80-90 degrees celsius on 15% load. i am using a corsair h100i gtx to liquid cool my cpu, and i dont really know whats going on.
