    With no starting experience at all ... umm, tricky question.  
    1).  Its the wrong question.  Its not "what language to learn" it is "what to learn FIRST".
    2).  context missing.   "game development" needs much more information on what platform do you want to target.   Mobile?  Web?   PC? etc.
     
    I'd recommend starting with two languages.   one highly structured language, and one scripting language.   try something like Python for a scripting  language.   Maybe C++ also so that you get exposed to a proper IDE.
    you may also want to look at PHP for web.

    C++ is probably above the skill level of someone who doesn't have any coding experience. I would recommend Python followed by Java to learn basic coding mechanics etc. To get into the world of C++ and game development, I would recommend you start off with something like Unreal Engine that uses blueprints to help you visualize C++. This is also the point where you'd start to learn how to do things in C++. Good luck!

    Clearly something has gone wrong with the relationship between the logged on user and the user profile.  
    Personally, i'd copy off all the files i want to external media and format/clean install windows - especially if a new build.   If an old build would do the same because that means someBODY screwed about with the security config on the normal user.   safest to rebuild.
    If whoever screwed with the normal users c:\users\whoever directory can remember what they did then it should be reversible.

    generally 2) is not worth stressing about if you exchanged keys and have reasonable trust... but if your private, or the other parties private key is compromised, you can still be subject MITMA

    1 - for standard SATA SSD and SATA HDD there shouldnt be any.     If NVMe SSD there might be.
    2 - Yes.   Recommendation:  unplug the HDD until after base windows fully installed.
    3 - No.
    4 - If they dont provide option, you need to be careful about how you get them on to HDD, but usually, yes.
    5 - No, you cannot "just move" them.   
    6 - There is no real reason to move Program Files or the x64 version.   Let all the microsoft stuff stay there.    Just choose install location for programs (games etc) that you add.

    250 gbs is the bare minimum, below that the cost/gb is not worth it, but the best value for the money is imho the 500gbs ones

    For other things - yes.
    Best uses:
    - Airplane flights 
    - Listen to music on noisy train going to school/work.
     
    Example of when active noise cancellation has no benefit
    - Gaming.
    - Noisy Sisters.
