Ooh, The Spatials just came to mind as an example. It's a neat little game that I snagged for like $0.25 on eBay a few months ago. I like it a lot so far.
SimCity 2013 should suffice. It hit $9.99 back in April for like 2 weeks so it should hit a similar price fairly soon.

You are relying on either positive pressure or negative pressure alone to clear heat from the case. Are the radiator fans on the exhaust or the intake?
 
A good positive pressure setup will have at least one exhaust fan near the primary heat source. 
 
If your GPU is air cooler then that could be heating up the air in the case.
 
Total up the CFM of your intakes and take the CFM of your exhausts from it. It’s a very rough calc but it should be sufficient. 
 
The CFM you actually intake and exhaust can be affected by rads, PSU orientation and GPU cooling type. Blower cards exhaust more than open fans.

It'd help if you wrote down the things you do and then compare the specs between the devices to see which suits your needs and wants. 

Wait until windows fix its-self. If that doesn't work show us what the error is.

If you are using HDMI this can happen when you have variable framerates. AMD gpus have an ensure HDMI link setting but doesn't always work and seems to have no fix. If you are using display port then perhaps just a bad cable.

It would be much more beneficial to upgrade the CPU in a school computer then the memory speeds

Just grab any old 1080p 60hz IPS display, usually around $100 USD, just make sure it has a VESA mount and decent Input options.

Buy a case that actually has airflow

GPU pricing is almost not horrible where you're at

Monitor is free-sync, if you can find an RX 580 at a decent price maybe get that instead

4GB RX 580 here for 275 GBP, probably worth it if you want to have free-sync, you should check the free-sync range on that monitor though, not sure why it's so cheap.

But I would recommend going for 8th intel series e.g. i5-8400. Huge improvement, worth the money.

Is the card overclocked? If so, take down the OC.
 
Try resetting your CMOS, too. It shouldn't be allocating half your RAM to the iGPU.

I have never installed windows 10 before but I wouldn't expect to find windows 7 style windows in the installation process?
