    I personally use GIMP GNU, because it's free and there are many tutorials online, quite simple to use.

    The obvious answers will be (as mentioned before), Adobe Lightroom and Photoshop (Lightroom I have heard is a lot faster/easier with some more basic-ish/common photo manipulation tools). These are paid programs, with monthly subscriptions though (unless you go for an older version).
    Gimp might be a very good option too, I have used it for years, but I am not that much into photo editing, so can't comment on how well that goes.. 
     
    In terms of ease of use, all these programs have a learning curve, which their steepness depends on what kind of programs you're used too.
     
    Gimp is 100% free and Lightroom and Photoshop both have 30 day trials, so you can give all three a try.

    Forgot to mention,if its not a prebuilt,download Produkey and note the key down,and use it to install Windows

    Install Windows 10 from scratch,if it is a prebuilt,download neosmart's windows product key tool,and get the key since it is faster,unless u wanna keep all on the SSD,If u wanna carry over Windows,download some free cloning tool or buy acronis,and clone it and ur good

    Definitely bump up the graphics card. If you're on a 100$ budget for a GPU then get a r7 370.

    You could probably set it up with that guide, and for the starting and stopping you could use magic packets and set the power settings to turn of your computer when you have been away for a certain amount of time

    Also, PCI WiFi cards steal a PCI lane from your processor, which might ultimately decrease the performance of your system, depending on how you are set up.

    I have almost the same build, only I got the 980. I have a 650 watt PSU and it works fine. I wouldn't recommend more, since you won't be needing that

    You can't- the way to speed this up is by setting up a 4 digit pin.
     
    Go to Settings --> Accounts --> sign-in options
     
    you'll be able to set up a pin from there.

    To add info, you will be able to control the fan via DC ONLY.  I use similar items in my own system so they can turn off automatically.  However, it should give you a % so, 100% = (I presume) 12Volts.  This leaves no reason to replace the case fans unless you need that accurate reporting of 4-pin PWM.  I have an ASUS Z97 PRO Gamer, it controls the fans over DC by limiting the voltage, which I think yours should be able to do.  It will be a lot quieter than connected to your PSU.
     
    In other words:
    There is no need to chance your case fans if your motherboard actually supports fan control in the DC mode.

    Unless it has the third wire I don't think you can monitor or control that type of fan at all...sorry.
