I don't know, don't have a clue about internet speeds and stuff just noticing it's being really slow last couple of weeks.

My Friend wants a gaming PC he has about a 500-600 GBP Budget and he would like it to run BF3/BF4 on a decent FPS.

Can anyone choose parts (design a build) to suit his needs?

He will need a monitor and already has the peripherals and will need it for gaming

 certain ingame items have a real life value depending on how rare they are. It's like poeple who pay a shitload of money for collecting a certain series.

There's websites dedicated to TF2 trading, the only one I remember is TF2outpost.

Ohh, I don't really have rare items just Items like trading cards and Coupons :3

If you work this out creatively you can trade those items for paypal value. A friend of mine does it as a hobby and he made a few hundred dollers by trading TF2 items..

Look for trading groups on steam, I don't know much about it myself.
