DDR stands for Double data rate so you take the speed shown in CPUz and multiply that by 2.

Kaby Lake is faster than Ivy Bridge, probably even if your 3570K reached 4.9 GHz. The same can probably be said for Skylake vs. Sandy Bridge, actually. The IPC improvements are larger than the frequency difference at this point.
The question is if you'll actually see those differences in real usage. In a CPU benchmark or productivity application you may see a considerable % difference, but in a GPU-bound game your Ivy Bridge chip may still keep up a lot of the time. If all you do is game, and you're happy with your performance on the 3570K, keep it until you aren't.

The Maximus IX boards are sooooooooooooooooooooooooo nice but 5820K will likely destroy the 7700K in most things, so depends if you want looks or performance.

Oh, and all you need for battlefield is follows:
2 core / 4 thread processor (Intel please, higher IPC)
GTX 660 or higher
Ram can be DDR3-1333 or higher
You also need a 7200 RPM storage drive if you want it to load even decently slow. (Game loading times are insane without SSD)

Highly, I've done cross county with it in my backseat... taken it to friends houses around California... fully metal except for obvious parts. fans still working amazing... only one blue led has died after 4 years cause I never change them to green or red.... drive bays are great... lost the key to lock the drives and side panel but i didn't need it.... side panel is on hinges... the side panel fan isnt stupid with a cord hanging on to it.. it has like a quick disconnect on the hinge. 10/10 would buy again but i'm tired of it after 4 years which is a personal problem.

The average pricing for a motherboard to be produced in batches of 1000, and +/- 25$ would be around 150$, it's an estimated price that leaves room for margin of error.
If it costs any more than that, it's not going to be worth it based on the engineering samples hardware.

Going to Kaby with your current chip is asking to throw money into the trash. Hell, the only reason I went to Skylake from Sandy Bridge was because the girlfriend's PC died and she inherited it while I built something more compact since I always wanted to try an itx build. -- Kaby is only like 2-5% more performance from Skyline and Sandy Bridge is still a viable gaming chip today.
Unless you need more cores for something specific, save the cash.
