i feel like you're confusing "IPC" and single core performance.

    IPC= instructions per cycle
single core performance speaks for itself offcoure

The 7700K is better for gaming. Therefore, I would recommend the 7700K for your use...

Ryzen 5 won't be better than Ryzen 7 in games... So the 7700K will still be faster

Get an H115i... It performs like an X62, but it is cheaper.

Vista was stable when ran on hardware that was released along side it, that was actually strong enough to run it.
The only reason Vista has as bad a rep as it does, is because OEMs decided to install Vista on hardware that was just enough to run XP.

The 1080 is an overclocking beast. If you overclock it, it will be 30% or so faster than the 1070....

Given he doesn't seem to care much about features (for what I can tell) maybe an Asus 270-k and he can use the money saved to buy the 7700k in the first place. No thrills board, still has M.2, supports his chosen hardware and thrills cost money

Spend $330 and get the i7-7700K if you are gaming. Spend $330 and get the R7-1700 if you do content creation.

    https://en.wikipedia.org/wiki/Thermal_design_power

The thermal design power (TDP), sometimes called thermal design point, is the maximum amount of heat generated by a computer chip or component (often the CPU or GPU) that the cooling system in a computer is designed to dissipate in typical operation. Rather than specifying CPU's real power dissipation, TDP serves as the nominal value for designing CPU cooling systems.[1]

i suggest ou read the whole tihng btw...

this is a 65W cooling solution:

You will find this packed with a ''real'' 65W CPU such as an i5-7400 for example...
If you really think you'll be pulling 65W from the wall with an 8 core R7 1700 running at 3.8ghz on 16 threads...you lost the plot somewhere.

The keyword is "should". Mine tops out at 1480 MHz before artifacting occurs. On the other hand, many cards hit 7.8 GHz on the memory. Mine hits 8.2 GHz without issue.

    Software isn't always accurate.

Or, according to NZXT CAM, my RX 470 has a TDP of 0W.

Also, there are different types of load. 100% load with Realbench will not draw as much power and put out as much heat as Prime95.
