ISP usually sucks all over the world. People complains about Swedish ISP also, but if you compare it to most other countries they are pretty good.
What Sweden has done is something other counties also should do.
Back in the days Televerket (now called Telia Sonera), owned by the government, had a monopoly on everything. They later open the market for other companies, but they were still dependent on Televerket for the infrastructure. This causes problems and the government had to make rules against Televerket, who they owned, to let other companies use the infrastructure.
Now the government has created Skanova who own the infrastructure so all ISP can use the infrastructure more equally. It is not perfect because Skanova is still owned by Telia Sonera and the government still own most of Telia.
I hope that the next step will be that the government drop the shares in Telia Sonera and only own the infrastructure via Skanova.
