current system is matx and i enjoy having a more compact system compared to a mid atx tower

I plan on getting the asrock x399m taichi board for threadripper which is a mATX board and in the future plan on upgrading to a openloop cooler and was wondering if the asrock x399 monoblock is compatible with the taichi x399m board which is the microatx version of the asrock taichi x399 board which the monoblock was made for.

So after cleaning my Pc where I only pull out the gpu and the front panels dust filters to clean them my computer won’t turn on. Ive tried unplugging every wire and plugging them back in and tried same for ram even tried to short the power panel pins and that didn’t work, but when I unplugged the 24 pin when it wasn’t fully plugged in but lose the fans started spinning but when its fully plugged in the computer won't turn on. I have a old hard drive and i would like to transfer windows from it to the ssd but it is only 60gb and I it can't fit all the files from the hard drive. So I was wondering if there was a way I could transfer just windows from my hard drive to my ssd. BTW I have tried the activation key from my computer and even my old laptop that has windows 7 and i got this error message from both of them.
