I would try this, disable Windows Updates for the meantime.
If you haven't tried DDU to remove your drivers yet, do so (it's better than drivesweeper imo). That is the most common recommendation. DDU makes sure you're completely removing the drivers. It could be driver versions conflicting with each other. Make sure to restart after they are removed (it will prompt you). Once you're clean, install the latest drivers.
If that solves your issue, turn Windows Update back on.

If you have the money I think you'll be better with a 1070. Less power consumption, less heat and less problems with games that don't support SLI

I don't get how this can happen. You have to touch the wheel every 30 seconds otherwise it beeps and slows down and pulls to the shoulder. I blame the driver on this one. People expect it to be self driver but auto pilot is, is cruise control for the wheel. You wouldn't use cruise control in a city street now would you?

Wouldn't it make more sense to put 6 mini DP ports on it and include adapters to HDMI, DVI, etc, rather than two huge honking DVI ports and then convert to something better?

660 was $229 at launch, 760 was $249 at launch and 960 was $199 at launch. It never went above $249. I guess it'll stay below $249 to beat the RX 480's price. May be the 3GB variant at $239 and 6GB variant at $269.

But NVidia told us that the 1080, even as reference could do 2100+ mhz. Why can't a much better cooled and powered card even reach 1900+mhz? NVidia not only did a paper launch, a giant price gouge, but also used a super golden sample in their presentation, that most people will never see.
I'm not a big fan of Asus, but at least Asus launched their 1080 model with a much higher boost clock speed than the others, which guarantees such a high clock rate. That bit them in the ass now, that the low yield, low quality GP104 chips cannot even hit 200+mhz lower than the presentation. Blaming Asus for that, is not entirely fair.
