It really depends on how bad you want to game. I haven't had a single 'almighty' gaming rig in all my 10 years of pc gaming. But I can wait, so I will. (Though I personally am waiting for Zen and Vega.) There is something you can do, get a thunderbolt 3 laptop (like the dell xps 15 with gtx960m and i5 6300HQ) and when Vega etc come out, buy an eGPU case and game your heart out.

Hmm the 6400 could possibly reach 6500 speeds probably. If you are okay with OCing then use the saved money to get a second DDR4 8GB module. More RAM never hurts

The HD brandings were AMDs old nomenclature for naming their GPUs. R5, R7, R9 are relatively newer with increasing order of performance. A good way to understand this would be to draw a parallel with Intel's i3,i5 and i7's nomenclature -

Yeah, if I were you, I'd wait for 4 core Zens to hit the market. Any Zen would definitely better the Athlon. I know the wait is killing but it'd be worth it.

Why go for a 4th gen intel cpu? 6th gen will make your rig comparatively futureproof.

Not entirely sure about broadcasting requirements, but wouldn't a cheaper i5 with a better graphics card perform better in encoding and transcoding etc? Eg. an i5 6500 with a R7 250X? (I might be entirely wrong though)

I say, save your money and don't buy either. Get one of the New 3DS's. Why? Since they've got upgraded specs, it makes them more future proof to upcoming titles and also their homebrew scene is brighter, suppose you wanna go down that road someday. Eg. You wanna play Metal Gear Solid: Snake Eater 3D (suppose), N3DS homebrew allows you to increase the clock speed of the dual core cpu hence ending up in smooth gameplay which would otherwise ending up stuttering in other 3ds systems. Just an example.

he doesn't need the Core right now. Maybe in 2017+ when the GTX 960M will struggle. Core prices might drop and there more alternatives by then. Edit: Only the Dell has Thunderbolt 3.0, hence the consideration. -
I know that in general, both the laptops have almost same specs. This is not for myself, asking for a friend. He wants a sleek laptop with good gaming capabilities that makes a style statement too. I recommended him the XPS 15 9550 i7 variant. Did I do right by him? He did some research himself and likes the Dell but can't decide between the Lenovo Y700 and the Dell. The Lenovo is cheaper and provides slightly better battery life whereas the Dell is downright gorgeous and future-proof but expensive. Basically: better Battery life+ Cheaper vs Better aesthetics+ thunderbolt and hence future-proof(eg usable with Razer Core)

I'd go for the 4th gen i7 over the 6th gen i5 for pure gaming. DDR4 vs DDR3 has shown much difference as yet. But since the 6th gen i5 is more 'future proof' than the i7, you should consider it. -
Clearly, out of all these builds, the i7 4790K build is the best. Hands down.

The specs are great. Obviously you're giving him more bang for the buck than ibuypower. Though i have no idea how much shipping will cost you.
