sounds like a bad RAM stick or it might just be loose, could also be storage though. 
 
Edit: Also how do you have 8x 2 GB sticks in that motherboard? or is it 2x8 GB?

If its between the 1060 3GB vs 480 4GB, you should take the 480 4GB.
 
If its between the 1060 6GB and the 480 8GB, you should take the 1060 6GB.
 
This is because the 1060 3GB is a cut down version of the 1060 6GB, whereas the 480 is the same performance in both 4GB and 8GB variants. The traditional benefit of having a 1060 6GB over a 480 8GB is much less when talking about their cheaper counterparts, so it doesn't make much sense to get a 1060 3GB IMO.

Definitely the 480 Nitro. 3GB 1060's are actually cut-down versions of the cards and 3GB of VRAM is not enough for modern games with 4GB becoming the minimum requirement...

if you can't go for the 8 GB 480 or 6 GB 1060 I'd go 480 cause 4 GB > 3 GB
 
GPU boss sucks and the 3 GB vram will affect his performance overall in my opinion it shouldn't even have been made

if I knew more about american power (120 volts or w/e) I'd be able to help.
Here in South Africa though the only thing that would change by plugging it in a power strip would maybe make it drop like 100w of power so it would be able to push 950w at the worst case scenario

I had to delid my 4790k to make it not go over 100 celcius under average gaming load on an H100. now temps are around 50 celcius. Intel is cheap as fuq but charge a premium.

Probably not. Your system would just crash. Worst case scenario is software corruption, as @Endermansaid.

AMD CPUs are soldered directly to the heat spreader thus the heat transfer is much better than Intel CPUs which use TIM. Simple really.

haha yeah, I've seen as much. I actually made 3 of my friends buy FX series CPUs for their builds because of tight budgets and all of them love the performance. the multiple cores makes multitasking a lot more fluent than with some i5's and the motherboards are so damn cheap vs Z series boards.
 
one of these 3 actually almost bought an i5 and an Nvidia 730 GT instead of the FX 6300 (I know it's not great but it works) and a GTX 960
