    of course you can, just search youtube for an overclocking guide, the software may be a little different depends on your mobo brand.

    I think it will be enough even for water cooling.
     
    regarding the new mobo, I'm not sure how it will effect performance as the technology is relatively new but I'm sure that they will charge a price premium for their initial release. 
     
    If you could afford and willing to wait a few more months, then it is worth to wait.

    don't know about Australia, but I'm travelling back and forth from and to Korea just fine with my computer parts.
     
    In my experience, I used the bubble wrap to wrap several layer on the monitor and put some soft cloth in between. It is a 29" LG ultrawide monitor. I got past through the security check point just fine without need to declare. And It survive the flight. I leave all the other components in the checked luggage except harddrive, CPU and GPU.

    A used 750Ti / R7 360.
     
    Otherwise a GTX950/RX460 if they're not much more than the above (although they will both be bottlenecked). An E8400 is pretty weak at this point.  Nvidia is the better choice if it's priced similarly to their AMD counterpart due to lower driver overhead (i.e. better performance on weaker CPUs).

    850 EVO will be a moderate choice. You know, Intel 730 or Samsung 850 PRO is an over-spec for entry users just like you.
    MX300 is a 3D NAND-applied SSD just like 850 EVO, however it released just a few weeks ago.
    If you are a SanDisk fan, it would be a better choice to purchase Extreme Pro rather than Ultra 2.
    I understand Extreme Pro is not really a entry-user-targeted product, but I personally think other products of SanDisk are not so good.

    - An H170 motherboard will have no effect on gaming. There's no sense spending the extra on a Z170 chipset if you don't overclock.
     
    - RAM speed doesn't make much difference in gaming. You could just get slower RAM, or find an H170 board from some other maker that does specifically support the 3000 RAM.
     
    - The only benefit to having extra threads is the time it takes to do some functions in Photoshop, video editors, etc. If you are only doing occasional non-professional edits, there's not much need to spend the extra on the i7.
