get the cheapest one you're willing to fiddle with and look at

depends on what board you have, if it supports registered ECC ram along with your processor, then yes, it will work, if its a desktop grade board that doesnt, then probably not.
ECC ram sometimes works in non ECC boards (although obviously without the ecc support)
Buffered/Registered Ram pretty much never works in unsupported or desktop boards
If your motherboard takes Registered/Buffered ram, it will ONLY work with Registered/Buffered ram
look up the specs for your board and find out

the orientation of the + and - on the power switch wont make any difference, but make sure they are all in the correct place, make sure everything is plugged in where it should be, the switch on the back of the psu is on, try a different psu cable, try a different wall socket, if nothing you do makes it power on, or atleast get some reaction out of it, then it points to a dead motherboard
this is all asuming it does nothing when you press the power switch, i'e no lights turn on, no fans spin etc.

For simply web browsing, Linux is great. The only small problem might be any Flash videos he comes across, which are being phased out anyway, and I believe Mint has Flash pre-installed anyway. So Mint is a great option for him imo.

If you are concerned about his common sense (clicking bad links, getting viruses, etc.) Linux would be a good upgrade, but I have to warn you Flash is much better supported with new versions, and higher performance on Windows.

buy games and gift them to friends with your steam wallet funds, then have them to give you the monies into paypal, rather than them adding money to buy games
at no loss to you aside from paypal fees, and any discounts you give to your friends for them helping you out
and less risky than selling keys to strangers who will potentially screw you over
