Standard VGA Graphics Adapter is the most generic Graphics driver to get most GPUs running in Windows. You will need to go to Nvidia's website or AMD's website (depending on your GPU) and download the latest driver for your GPU.

It depends on your system, and whether the power supply is good quality. Wattage isn't everything.

Only higher end gaming laptops allow you to do that kinds of things in BIOS. Laptop BIOS' are usually very locked down as you don't need to do much more than set boot order.

enderman pretty much covered anything but basically the higher the fps the better (imo) lower response time the better (again imo) 

What size Monitor are you looking for and what price range? 1080p can be EXTREMELY affordable. I'm currently using an Asus VX228H... 21.5" 60 Hz 1ms response time and no perceivable input lag. if you don't need a huge monitor, I would highly recommend a monitor like this (or even this exact one). I know tons of people will say that 60HZ isn't enough and that you need a 120hz or 144hz monitor. I'm not going to use the classic internet argument that "you cant see that many fps"... you CAN, but its not like 60 hz is bad. If you go from 144Hz and are USED to 144Hz down to 60Hz, you will notice it and it may seem choppy or slow simply because its (about) half as many frames as you are used to. But if you aren't used to 144hz, or don't want to spend the extra cash needed for a 144hz, 60hz is PLENTY. I have a 980ti and DELIBERATELY use a 60hz monitor so I can play any game at any settings at exactly 60 fps all the time and I love it. (your mileage may vary)

A. It is the number of frames your Monitor will draw per second (measured in Hertz, Hz)

A. It is the amount of time it takes your monitor's pixels to switch from one colour signal to another. Basically at 60Hz, your monitor will draw a frame about once every 17 milliseconds, but with a 3ms Response time, it actually only takes about 3 milliseconds to draw that frame, at which point it would sit still and wait 14-ish more milliseconds for the next frame to come, and then it would take about 3milliseconds to draw that frame, and so on. (its a tad more complicated than this in reality, but that's basically what happens) This is different from Input Lag

A. This is the amount of time between when you give your computer a command, such as clicking your mouse or pressing a key on your keyboard, and when that command shows up on screen. Most Manufacturers do not advertise this stat, but checking your monitor on a 3rd party site that tests this sort of thing can let you know just how much there is. If you're not into hardcore and highly competitive gaming, then you probably don't need to worry about this stat. Most modern monitors fall into the "good enough" category when it comes to this stat and its something that you will likely never notice.


Q.What do I need on a 1080p Monitor?
A. Its all about personal preference. like I said, I use a 21.5" 60Hz 1ms screen. I love it. I game pretty hard on it, and pretty competitively in any online game out there. I certainly don't consider it a handicap or disadvantage of any kind. That being said, there are people out there who would say that the 60Hz isn't enough, or that the 1ms response time is a waste of money.

TL:DR
As far as what you actually NEED for a decent 1080p gaming experience, 60hz is all you need. faster than 8ms response time (Although I would personally recommend 5ms or faster just for some extra insurance) and then pick a monitor that is both big enough for what you want (in case you want bigger than 21.5" like I use) and is within your price range.

Doing a quick Google at Max Payne 1 and 2, it looks like they are solutions, and it seems to be related to a coding issue where it doesn't like multi-core CPUs. Based on the first search result, which can be fixed, by telling Windows to set the game to processor 1 only. https://steamcommunity.com/app/12150/discussions/0/828937979068499775/

I sadly don't have the game to give it a spin. But if you can try on your laptop these things, as it urns Windows 10 already.
 

Ok I think what he saying is:
 Make sure the game is not running on the back. So either restart your computer, or open Task Manager and check if it is running or not, if it does select it, and click on "End Task".
  Make sure you see file extensions. Open a folder, such as clicking on the "File Explorer" icon on the Start Menu or Taskbar, and go to View tab, and make sure that the "File name extension" check box is checked.
  Create a text file somewhere (Right-click on empty space, like on your desktop, or in a folder. A menu will pop-up, naturally,  and in the menu, go under New > Text Document). Rename that file to: "Max Payne.bat" (you can call what you want, but the file extension needs to be ".bat". And be sure it is ".bat", and not ".bat.txt"). Once renamed, Windows will you that you are about to change the file extension and that it may no longer work. And asking you if you are sure you want to change it. Say, Yes.
  Now, right-click on that file, and select "Edit" in the menu. Notepad will open and show a blank document. In it, type: start /affinity 1 MaxPayne.exe
This command like, says to Windows to run the game (MaxPayne.exe) on 1 CPU core only.
  Save the file. Now, cut that file (Right-click > Cut), and go where the game is installed. Find the folder that has "MaxPayne.exe", and in it, Right-click in the empty area of the folder, and select Paste. This will move the file that you created previously there.
  Now, double click on Max Payne.bat file when you want to play the game, and not the .exe (executable) file. See if it works.
  If it does not work, open the Task Manager once again, and make sure the game is closed, or restart your system. Now, return back to the folder where the game is, where MaxPayne.exe  is located, and now right-click on the executable, this time, and select Properties, and in there, go under the Compatibility tab. In that tab, play with the options. You may want to select "Windows 95" or "Windows 98 / Windows Me", click on OK to apply and close, and now try again (Remember, run the Max Payne.bat, NOT the executable. If that still doesn't work, return back to the Compatibility tab, and try different options in there. Again, make sure the game is not running on the back, else you won't see it working, as the game is already running, even though you see nothing on the screen.
  Once you find the proper configuration and everything works. Repeat the same process with the Max Payne 2. Chances are the settings that made the first game work, are the same as the second.
