You need to research these terms. You cannot just get 'unlimited bandwidth'. There are almost countless possible reasons why you are experiencing a slow overall data rate.
By the way, internet plans are measured in megabits, aka 1,048,576 BITS. 1 megabyte (MB) is 1,048,576 BYTES. 1 megabyte is 8 megabits. (1Mbit = 1/8MB)
'35mbps' is simply marketing. That means '35 megabits per second.' A data rate is rated with Upload and Download. For example, my current internet speeds are 40mbit/s download, 5mbit/s upload. In general, you will find faster download speeds than upload speeds. Simply remember this: A Megabit is 1/8th of a Megabyte.
'Gigabit' marketing means that your internet clocks at almost 1000 bits per second. in 8 seconds, you will transfer 8000MB (8GB, Gigabyte.)

Please give me a detailed list of your build, and explain what you hear or see when your pc fails to post.
Do you hear beeping? Do you see an error, or blue screen? You may want to check your cables and see if everything is plugged in.
Try rebuilding your rig, by using the process of elimination. Reseat your ram into the 2nd and 4th slot on your board. (if your mobo only has 2 ram slots, 1st and 2nd. or just 1st if you have one stick) Boot. If the problem is still there, try another component. Don't mess with your CPU or Heatsink, unless you have some thermal paste.
I wouldnt doubt that the problem is just a cable that isnt fully seated. Unplug your cables and make sure they snap in when you reseat them.

$75 for a Z170... I don't think there'e even one at that price. You're putting money in the wrong places.
Cut down on the RAM. 32GB is way too overkill for the majority of people. Also, get a cheaper PSU that doesn't compromise quality like the EVGA SuperNOVA 550 G2. That GTX 980 won't need a 650W PSU.
Invest the money into a motherboard like this and a decent aftermarket cooler for overclocking if you don't have one already (the Cryorig H7 and the beQuiet! Pure Rock are both good options).

1) 32GB of memory is ridiculous.

5) The GTX 980 is not a good card from a price to performance standpoint. it's much more expensive than the GTX 970, and barely performs better. You'd be better off sticking to the R9 390, or if you must have 1440p performance jump to the 980ti. If this is for standard 1080p 60hz display, just get the R9 390. Also the 980 you're getting is super expensive and makes no sense.
6) 1TB SSD with no HDD? That's a very poor use of money
7) Judging by the memory you wanted (which as I mentioned is dumb), if this is for workstation/productivity, I recommend changing platforms and going i7-5820k on x99
Finally, when it comes to motherboards, it's really simple: buy the cheapest one with the featureset you need from a brand that doesn't make faulty boards. In your case, this would be the cheapest z170 motherboard that has 4 DDR4 slots, and that's it. Asus, Gigabyte, MSI, and ASrock are all acceptable brands.
edit: just realized you selected DDR3 (240 pin). This is beyond stupid and changes motherboard selection and practically no one makes a z170 DDR3 motherboard. Switch to DDR4.

Why do you need a 1tb ssd? You could cut back on storage price with a smaller ssd and hard drive and use the money for the mobo.
