identical PCB's so pretty much the exact same card. Im guessing they sort by asic or some other form of testing on the gpu chips themselves to give themselves better candidates to hold the higher boost clocks. I expect pretty much every rx 480 with reference or better pcb to get 1400mhz. The strix is a fantastic card and is overbuilt for the rx480 chip which is always a great thing. Only xfx gtr comes close. Its really luck of the draw with rx 480s there even a chance your non OC strix could be stable at higher clocks then the OC model but its unlikely.

The H100i supports a max. of 4 fans for a push/pull config. That's why the block has two headers and the H100i comes with two Y-splitter fan cables. If you only have two fans, use 1 Y-splitter cable and plug it into 1 of the two fan headers on the block.
Other than that, the 3-pin cable connected to the block needs to be plugged into the CPU_FAN header and the SATA-cable needs to be connected directly to your PSU.
The other two ports are a USB port for Corsair Link and a Corsair Link expansion port you can use to connect other Corsair Link devices to.

You would be side grading really. A overclocked R9-290 is going to be right on par with the RX 480. So, if you're willing to spend the $250 to get essentially the same performance (in non VR games), then you're doing the right thing.

Going to quote you once but respond as a whole.
No, AMD rigged that benchmark. All you have to do is look at the independent benchmarks done to see that, where the 1080 had no issues with the game and performed better.
Async is not the magic bullet you think it is. Not by any measure. It's one feature that only one game has made use of (as the other games take away as may fps as they give on AMD hardware) because of AotS being written to be a point of contention. It relies on the number of AI units to offer an advantage. In a year Async will be the new Tessellation.
The biggest and most AMD biased reviewers don't have retail copies of the RX 480. Anything you see is smoke and mirrors. It will be the end of the month before the benchmarks hit, by design. It's constructed by AMD's marketing team to have you forget about the claims made in the press conference.

Crossfire is much more stable and is support on 90% of AAA games which is where the CF is going to matter. On games like CS:GO or Rocket League ( no idea if they support it ) it won't matter.
The best he can do is wait for people like Digital Foundry to see what he wants to do. Or... get a 980Ti and OC it for $350 to beat a 1070 OC'd.

MSI and Asus are pretty well known for coil whine on there cards. I recommend getting XFX/Sapphire amd cards and Evga/zotac Nvidia products. the amd recommendations are from personally experience and the nvidia ones are just ones i never see complained about. Lots of reviews on MSI and Asus 380/380X cards had complaints of coil whine.
