    Hi, I'm not sure I'll be able to answer every question in detail, but I'll try.
     
    1. There is always some increase in latency, but something that you can't work with. As you mentioned, I use NordVPN Teams (it's pretty much the same as regular Nord just for co-working purposes), and the latency seems to be okay. I can't comment for PIA, but I think it's okay as well. 
    2. From my experience, it connects quicker if the server is near to your geographical location, and longer if it's far away. But it's nothing too drastic, just wait a few seconds. And yes, you can quickly switch it off or just use it as an extension for your browser if you don't want it to be on when you are playing PC games. 
    3. For breaking, I haven't really experienced anything as of yet. I use Netflix with my VPN and have no problems so far. But I tend to use servers that are not the US for Netflix. I mostly use Swiss servers as they also have a huge library of media. 
    4. I can't really answer this question as I tend to always clean my cookies never leaving them. But I don't think you are left with the last persons settings... that would be off. 
    5. Don't know what else to comment on. Using a VPN is easy and shouldn't be difficult. Just pick the right provider for you, but most top-tier providers like your mentioned PIA or Nord offer really easy interfaces, so it's simple and quick to work with them as far as I've seen.

    Nah your current one will do. Overclocking the 8700K more than a few hundred MHz isn't doable without a delid on even a custom water loop, lol. Even at stock it'll turbo pretty nicely for games and stuff.

    Cooler, yes. Motherboard, no. The 8000 series uses a different revision of the 1151 socket which makes the CPUs incompatible with 100/200 boards. #justintelthings

    Moto phones are pretty durable and ease of use. My grandma uses one. Their camera aren’t very good though but probably any newish one would be better than what she had. Moto g or e series.

    The Moto G5 wouldff be one I would recommend, maybe the G5 Plus if you want some more RAM.
    I personally have a G4 and recommended the G5 to 3 others, so I have plenty experience with their phones at this point.
     
    Got quality 5 inch (G5 Plus is 5.2" I think), with 16GB storage and a Micro SD card slot too. Plus Android 7.0 with a possibility of it going to Android 8.0

    Right now is not the perfect time to buy a video card. We are going through what people call a "Cryptomining bubble" and video card prices are inflated, just like it happened in 2013. I mean have you see n bitcoin values in the past months? It's currently at 7000$ and this summer it was just surpassing 2500$!
    My recommendation is to search for a new/slightly used video card in whatever popular resell page which is popular in your region, like Kijiji or Craigslist. You can usually find damn good deals there. Once I found a 1080 Ti Aorus Extreme for 640€ (I live in Spain) when they usually retail for about 800€ in Amazon.
    If you live in a small town you can take a weekend to visit a big city near you where more stuff is available. I got my  1080 Ti using that method, discounted 200 bucks!

    Look at this, for the high end 1070Ti you can get an unlocked 1080 with GDDR5X memory for the same price. So i won't get the 1070Ti which happens to be a less powerful 1080

    Grab a 1080 with the faster gddr5x ram (not sure if old speed models are still stocked) it’s going to be over 4 Months at least before Volta drops and you should still fetch decent money for the 390. Consider a 1080 is twice as fast as your 390 but it would depend on your cpu, resolution and game choice as some games and cpu combos at 1080 can bottleneck a 1080

    2 Months? I dont think so, new GPUs are still ~ half a year away.
    Only upgrade if you need more GPU power though.
    A 1080 is up to twice as fast as your 390, but its not like you couldnt just lower
    a few settings and have the same performance with very similar visuals.
    I dont know what resolution/refresh rate you use though, for anything higher than 1440p 60 fps
    you could probably use some extra performance. Because of mining 390s still have good value,
    so maybe it is the time for upgrading?

    Depends if your current card cannot do what you want.  In other words push your resolution and graphics settings at an acceptable level.  The 1080 would certainly be faster, push 1440P without issue and allow you ultra gameplay.  With that said, not sure if you should wait if you have the money to purchase.  I for one don't see Nvidia releasing Volta anytime soon since Vega doesn't out perform the Pascal cards as originally expected.  With the 1070TI effectively a 1080, I'm not thinking there will be much change in pricing for any of those cards.

    Honestly your at the edge. Your rig is plenty capable to the point I would just put more money away to get a 1070ti and then move into a Ryzen+ or Coffee lake cpu when they are widely available later. For gaming NVMe wont make difference for you~

    the high temps caused by the hawaii architecture that AMD has used for it, so what is the budget again? right you don't have the exact numbers.

    I have a 6600k CPU and about a month ago upgraded to a 1070. The combination is pretty good. I am able to plow through games like GTA V easily.

    If you are serious about streaming more threads would be very helpfull. A 6700k or 7700k would be an easy upgrade, a ryzen 7 1700 or a 8700k even better if you feel like spending money. If you are already hitting 144 hz at 1080p and dont care about graphics anyways I dont really see how upgrading your gpu would be helpfull. The 80-90°C are probably because of the poor airflow in your case (solid front panel) although what matters in terms of heating up your room is how many watts you are using. If you want to lower your temps you could improve your case airflow by adding more/bigger case fans or getting a new case altogether.

    A 1070 would be an excellent upgrade. High GPU temps on the 390 are kind of to be expected, Radeon cards generally run pretty hot compared to Nvidia.
     
    Alternatively you could go for a 1060 and get an i7-6700K as well. Or save up some more money for a 1070 and a 6700K.
