To give you long term game I5 6600K or non K if not over clocking that be good match with GTX 1070.

Yes you are right but to upgrade CPU that will not hold back the card will blow his budget it would make seance to wait a year or two to upgrade his PC. I have never heard such nonce about bottle neck so much confusion lol about 1070.
Yes it would be a down grade. If you have that CPU I would rather just get a the GTX 1070 and save the money and move over to a intel build later on if AMD new rang of CPU they are releasing soon are not that good.

What MHZ ram are you going for ?
Start off with new power supply before going to mad and give heat sink a clean . Then go with some 1600 Mhz CL9 ram or 1866 Mhz ram 8GB or 32 GB what ever your requirements are and then AMD or nvidia graphics card.
