If you're willing to take a bit of a hit on the CPU, there's this Thinkpad beast with 16GB of RAM.

I converted $1000 CAD to about £610 so I've looked off UK prices, but hopefully it falls within your budget. Basically read through a few articles and the Asus ZenBook UX310UA poped up a few times. There is an i5 and i7 version available, depending on what you want

Just a warning, the prices here a quite steep.

Personally I would go the first route you will have to suck up some bottlenecking but you can be relieved that CPU usage isnt very high compared to 1080p since this is important, at higher resolutions your graphics card with atleast a decent CPU will ALWAYS be the bottleneck higher resolutions is just really GPU intensive. So definitely go the first route with the monitor and the 1070.

You should be fine the Supernova B2 is a fine PSU, you dont really have a reason to upgrade your PSU.

Are you running on a HDD? Also why Groove? Even iTunes is probably better. 

I believe without breaking the bank a fine addition of an RX 460 will be just fine.

Well you only need like a decent 80+ power supply from a reputable brand that is over 400watts. Id suggest 500W 80+ Bronze minimum, if you want your PC to look great though for a decent fully modular power supply.

Yep a i5 6600k and a GTX 1070 (or even a GTX 1080) is also a great pair. You will be perfectly fine for a GPU upgrade down the line.

2. idk if thats just me but $900 USD thats the biggest rip off ive ever seen I got a 4k 40" TV for $340 after tax and shipping in CAD
3. If you dont care about #2 then yeah refurbished is fine as long as it doesnt have (my personal rule is if its below 4 eggs and a decent amount of reviews skip)

in the video he is able to fix the problem of it being stuck at 30Hz
Maybe AMD has something similar?

Have you tried looking for 'AMD Catalyst Control Center' since it seems to be very similar

 
Also did you make sure there is a HDMI 2.0 port on the TV? Your cable is HDMI 2.0 and that your plugging it into the right port in the tv?
