i wrote the problem was the cpu, see my post with 2 videos in your video, msi afterburner says always 100% on cpu..
but i didn't know that thing about i3s , i saw i3 6100 works fine on bf1, maybe you have an old i3.
for vram, i hope there is a bit of optimazation and the vram of windows goes on allocated memory, if you go to your gpu setting on windows, it will says you have like 3x the vram that you really have, i hope it does..
and for cpu problem, strange, but can help to block stutter, set higher graphic settings, it will increase gpu usage and doesn't let the cpu to stay at 100% and block stutter, i think the cpu is very stressed because your ram is maxed too like the vram, and cpu has to do a lot more things.
