That gpu is way more powerful than i5.
At 1080p the card can push over 150 frames in many games and CPU has to process all of that data. That puts a lot of stress on it. On higher resolutions GPUs dont produce that many frames so CPU deals with less data.
Tldr; GPUs work harder at higher res providing CPU with less data = less stress on CPU.
This is why I was surprised when people said FX8350 runs games decently at 4K compared to 1080p when it bottlenecks a lot.
Very basic explanation but I hope you get the point.

Corsair cx power supplies get a bad rep due to their cheap construction. psu reviewers like Johhnyguru commented on their poor holdup time, but in other metrics, it was average. The biggest letdown is the temperature rating, these psus are only rated at the specified wattage at 30 degrees celcius, which is way below the operating temp in most pcs. As far as I can work out, at the higher temps, it cannot reliably output the advertised wattage. I am running a cx600m on a rig that should only draw around 450 watts max so i hoping I'll be fine. It's been like this for over a year and I haven't had any problems. These are budget units and you get what you pay for. For low to medium price bracket systems, these will do fine but it is advised to spend more on a psu on higher systems and in general as they are one of the most crucial components in your pc.

A cpu+mobo upgrade is in your near future. But that system should have no trouble with all but the most cpu-hungry titles for now.
BF1 is so well optimised at this point that it should run quite nicely.

A G4400 should be more than capable to download something without breaking everything.....something funny is going on. I'd run a stress test on the CPU, RAM, and on the storage to make sure there are no issues there. Then I'd run an antivirus and anti malware. I'd also try a wired keyboard/mouse. And if that turns up negative, then I'd reinstall windows and make sure everything (including drivers) was installed correctly.
Also, why are you using an HD5450? The G4400's iGPU is good enough for what you're doing (unless you're running more than two monitors).

It could still be an issue with the mouse. You should try a wired mouse (or at the very least a different mouse) just to be safe.

Two 970s in SLI plus an overclocked 4790k might hint at exceeding 400W but only barely. A 700W PSU is already plenty. I'd recommend an EVGA 750G2.

I'd suggest:
AMD A6 or A8 APU
basic motherboard (FM2+)
8 Gigs (2x4) of DDR3-1866
120-250Gig SSD (no HDD)
Corsair CX450M or similar power supply (if a PSU is not included in the case)
Whatever case you like
If it was me, I'd go for some sort of very small ITX case - with an APU you don't need a discrete graphics card.
Btw, the graphics portion of the APU is better than the IGP in an Intel CPU, and therefore, better for Skype, etc.
My wife uses an A8-7600 with just a single 120Gig SSD. Works just fine.

I'd say that the A8 is worth the extra money. It has "R7" graphics rather than the A6's "R5" plus it has more "cores".
That would make Skype, HD Youtube videos, Netfix, etc, work smoother.

Ah well either way no need for the i7 the i5 will work plenty fine for that usage Case. In fact I use the i5-4960k for my gaming rig. Which is plenty fast

If you want the best speeds and whatnot for basic browsing like that, get an i3 6100, and take the money you've saved and invest in a NVME M.2 drive like a Samsung 950 pro. the tasks you suggested require very minimal amounts of CPU horsepower, but scale very well with high performance SSD's with high IOPS. that would be the best way to invest your money for his needs.
but realistically any recent 2 core cpu, with any moderately good basic SSD, with at least 8GB of RAM would be plenty for such a minimal workload. Beyond those specs he is unlikely to notice any huge amount of difference for loading web pages, or using MS office (unless he is CRAZY into his excel). I would recommend he just go to best buy and gets some cheap desktop from there. their gaming PC's are usually at inflated prices, but their low end PC's designed for this exact need are often quite reasonably priced.
