You probably have to connect the card reader to an internal USB port on your motherboard.
Have a look into your case's manual.

You don't need it considering you would get about a <~10% performance increase. It is the build everyone want's but doesn't need, skylake would help if you are wanting to upgrade in the relatively close future.

Save your money and go with your old ram would be my opinion. the 6600k is less than 3% faster at the same speed as the 4690k, and the 4690k will probably overclock higher if thats your game.
