would you consider a ryzen 5 3600? it's 6 cores/12 threads. single core performance is similar to a 9600k, while multi core performance is similar to a 8700k. it's also much cheaper 

Well you seem kind of set on an Intel build, but since you don't care about gaming 1st or 2nd gen ryzen would definitely be a great value/budget option. Something like a r5 2600 would work great, and you can get a decent b450 mobo for around 80 bucks.

G4560. Put an SSD or some cheap RAM if you want to make up the difference.

Get the Corsair one instead, 540s is mediocre. There's not much difference

SSD isn't amazing, but the rest is good. Does CX450M have Green text or grey text on label?

whichever is cheapest in your region, they're about the same

Pentium much better value and very similar performance to the i3.

so go for the pentium and spend the money you saved on more ram, it will help if she has lots of tabs open.

The i3 has slightly better integrated graphics, but I don't think this will matter. 

depends on how shit the worst one is and how overclocked and stabile the best one is but yah 10fps was a bit extreme tbh

It's not going to be 10fps in any way shape or form the max difference will be around 7% but it's not going to be based of price rather it will be luck of the draw.

Most probably a difference of a few fps due to overclocking and the effectiveness of the fan to be quiet and keeping the chip cooled 

Personally go with the cheapest option that doesn't have a blower style cooler (minus the evega non SC since it doesn't cool properly from reviews I've seen)

I'd say it's negligable tbh no way in hell will you see a 10 fps difference as they all clock to at least 2000 and the max is 2150 and it's all lottery
