Hmm weird, Sounds Mostly Like a driver issue, Is windows Updated, are ALL Motherboard drivers installed, maybe try a re-installation of all USB drivers and chipset drivers

Does a windows Notification pop up or anything when a device is plugged in, or does anything new pop up in the device Manager?

Unassigned Drive letters maybe, so the device is plugged in but it hasn't been assigned a letter, like your Operating system Drive is the C:\ drive. Go into Disk Management and check if there is a device in there that doesn't have a letter assigned.
